25 January 2013 Tonga's International Women's Day National Planning Committee (IWDNPC) met for the first time today, to discuss preparations and proposals for marking this year's International Women's Day.

International Women's Day (IWD) is held on 8 March each year to acknowledge and celebrate the achievements of women, and to bring attention to the issues that still face women today.

The Women's Affairs Division of the Ministry of Internal Affairs hosts an event annually to mark IWD. For the past two years, the International Women's Day National Planning Committee (IWDNPC) has facilitated events funded through the AusAID program, and had the support from various centers against Domestic Violence (DV).

In?view of?the upcoming submission to Parliament of the Family Protection Bill and associated community consultations,?the Secretariat is considering collecting?real life stories of domestic violence victims. ?Based on the UN theme, The Gender Agenda: Gaining Momentum", the Secretariat of the IWDNPC has adopted the 2013 theme, Real Stories, Real Women: Stories of Victims of domestic Violence to guide the work of the Committee this year.

Ms Polotu Fakafanua-Paunga, Deputy Director and Head of the Ministry of Internal Affairs' Women Affairs Division said the, "For the planning this year, the Secretariat is looking for?assistance from the Media, Judiciary, Police and the Canters."

"This event is an opportunity to show our respect, appreciation and pride in all women in Tonga."

Various women, including political, community, and business leaders, leading educators, entrepreneurs, and television personalities, are usually invited to speak at various events on the day.

This year, the Secretariat is also planning to include a Workshop for Journalists on specialized domestic violence reporting. This would be an added value to journalists' skills which will include, greater public awareness of DV, changed attitudes towards abusive behavior, and more so of recommendations for the new Tonga Family Protection Bill.

UNIVERSITY?PARK ???Two Penn State communications students ? Rob Roselli, a senior from Marlton, N.J., and Melissa Schiller, a senior from Blue Bell ??? have been selected to work as volunteer media relations members for the NFL at Super Bowl XLVII in New Orleans.

This is the third consecutive year Penn State students have been selected to complete the intensive opportunity. The students will be on site from Jan. 25 through Feb. 4 as part of a staff of nearly 100 volunteers ? a mix of NFL team personnel, other professionals and college students.

Responsibilities for volunteers include things such as transcribing player and coach interviews, editing and fact-checking press releases, escorting former players and football celebrities to interviews along Radio Row at the Super Bowl Media Center, staffing a media information desk and other duties. The Super Bowl will attract more than 5,200 media members.

Students? are selected for this opportunity through an application process. Both Roselli and Schiller are public relations majors who have previously completed several high-level, sports-related internships and work experiences.

Roselli has worked for Penn State Public Information, the Philadelphia 76ers and Penn State football.

?I imagine I will be doing a variety of standard media relations tasks, including distributing fact sheets and general information to the media, transcribing interviews and assisting wherever possible with media-related tasks,??Roselli?said. ?From what I?ve seen on TV, the Super Bowl week is media bliss, so there will be plenty of opportunities to help.?

Schiller completed an internship with the NFL this past summer. She has also worked for Penn State Intercollegiate Athletics, the Washington Redskins and Comcast SportsNet Philadelphia.

?I am very excited for the opportunity, and I hope to learn a lot from my experience,??Schiller?said. ?I am interested in event planning and public relations, and there?s no better place to gain event experience than the Super Bowl.?

The students will find many Penn Staters as media members and public relations professionals at the Super Bowl. Members of that group include Michael Signora, who earned his Penn State degree in journalism in 1996 and now serves as vice president of football communications for the NFL; Marisol Renner, a 1997 advertising/public relations alumna who works as a publications and public relations specialist for the Baltimore Ravens; and Kimberly Jones, a 1991 journalism graduate who works as a reporter for the NFL?Network. Jones also serves as a member of the advisory board for the John Curley Center for Sports Journalism at Penn State.

Davos summit ends with warnings on global economy

DAVOS, Switzerland (AP) ? Top international financial officials wrapped up the World Economic Forum in the Swiss resort of Davos warning that much needs to be done to stabilize the world economy.

Despite relief that the euro, for all its struggles, remains intact and the U.S. has so far managed to get through a crucial budget hurdle, the International Monetary Fund's managing director Christine Lagarde urged world leaders to "not relax."

Lagarde said Saturday that the 17 European Union countries that use the euro have to follow through on steps to keep the troubles at banks from burdening governments.

And she said U.S. officials have to "indicate very promptly" how they're going to deal with their ongoing budget dispute between President Barack Obama and Republicans in Congress.

What you need to know about cell phone unlocking

Did you know that as of Jan 26, 2013, it's "illegal" to unlock your phone? Of course you did. You've seen the "Sky is falling!" headlines

It's not quite that simple, but that's what you'll hear around the Internets today. The too-long-didn't-read simple version is that you'll likely not be affected in any way (minus the personal freedom aspect). But after seeing so many people worried, and some of the poor information they were receiving, we knew it was time to talk about it a bit. 

In 1998 Congress passed a law that provides copyright protection to the software (and software means written code, remember) that locks your cell phone to a certain carrier. This has nothing to do with rooting, or bootloader unlocking. It only covers locking your phone to a GSM carrier through software. As a provision of this law, the Librarian of Congress (which I imagined as a totally hot babe with her hair in a bun, and was quickly disappointed when I investigated) is allowed to grant exceptions, and did until his October 2012 decision to allow the DMCA to regulate cell phone locking. Fast forward to today, when the exceptions expired, and now the software used to lock phones is covered under the same copyright laws as most other software.

It sounds scary. But it's really not. Let's have a look.

Pentagon lifts ban on women in combat

WASHINGTON (Reuters) - The Pentagon on Thursday lifted a longtime ban on women serving in front-line combat positions, taking a historic step toward gender equality in the U.S. military after 11 years of war in which women were increasingly present on the battlefield.

Defense Secretary Leon Panetta and General Martin Dempsey, chairman of the Joint Chiefs of Staff, signed an order at a Pentagon news conference rescinding the rule that prevented women from serving in direct combat jobs.

"They serve, they're wounded, and they die right next to each other. The time has come to recognize that reality," Panetta said, noting that 152 women in uniform had been killed in Iraq and Afghanistan.

"Over more than a decade of war, they have demonstrated courage and skill and patriotism," he said.

The move topples another social barrier in the U.S. armed forces, two years after the Pentagon scrapped its "Don't Ask, Don't Tell" ban on gays and lesbians serving openly in the military.

The decision to open up the additional jobs to women came as Panetta prepares to leave the Pentagon after about 18 months in office. Senate confirmation hearings for former Senator Chuck Hagel, President Barack Obama's nominee to succeed Panetta, are scheduled for next week.

Obama expressed strong support for the new policy, as did civilian and military leaders from the different services.

"Today every American can be proud that our military will grow even stronger with our mothers, wives, sisters and daughters playing a greater role in protecting this country we love," Obama said, calling the decision a "historic step."

Major Mary Hegar, a helicopter pilot with the California Air National Guard who joined an American Civil Liberties Union lawsuit to open combat jobs to women, said the decision was "a huge leap forward." But with each of the services deciding how to implement the changes, "there are going to be roadblocks in the future," she said.

Some officials and organizations voiced caution. Senator Jim Inhofe, incoming top Republican on the Senate Armed Services Committee, said he was "concerned about the potential impacts" of the new policy and suspected in some cases Congress might have to intervene to "stop any changes we believe to be detrimental to our fighting forces and their capabilities."

The decision to lift the ban came with important caveats, and sweeping change will not happen overnight for women, nearly 300,000 of whom have deployed to Iraq and Afghanistan since 2001.

The move could open some 237,000 positions to women and expand opportunities for career advancement. But acceptance into the newly opened jobs is not assured and will be based on gender-neutral performance standards.

"Let me be clear. We are not talking about reducing the qualifications for the job," Panetta said. "If they can meet the qualifications for the job, then they should have the right to serve regardless of creed or color or gender or sexual orientation."

"There are no guarantees of success," he added. "Not everyone is going to be able to be a combat soldier. But everyone is entitled to a chance."

'OPEN EVERYTHING'

A senior defense official said Panetta's goal "is to open everything" to women. Service chiefs will have to ask for exceptions if they want to keep some positions closed, and any exception would have to be approved by the defense secretary.

Most service jobs are already open to women. The Army, for example, has 497 occupational specialties and all but 20, about 96 percent, are currently open to women, Army officials said.

The Army specialties currently closed to women represent a large number of jobs - about 120,000 - so only about 75 percent of Army jobs are open to women, they said.

The Pentagon last year opened 14,000 jobs to women by enabling them to take positions as medics, intelligence officers and military police at the battalion level, which previously was considered too close to combat. But they continued to be barred from infantry, armored and special operations units whose main function was to engage in front-line combat.

Based on the experience of opening up new positions to women over the past year, the officials said they did not expect a large number of women would seek front-line combat jobs.

"But there are women that want to do this, and I think they should have the chance," said General Robert Cone, the head of Army training and doctrine.

Panetta made the decision to lift the ban after the Joint Chiefs of Staff concluded it was time to integrate women "to the maximum extent possible," according to a statement.

Gender-neutral performance standards will be developed for all the new jobs opening to women, officials said. But whether that means the physical requirements become more or less rigorous remains to be seen, they added, cautioning that they would depend on the actual demands of the position.

An example of a physically demanding job that may be out of reach of women without significant upper body strength could be in front-line tanks, where soldiers need to lift and load heavy ammunition in confined spaces using mainly their arms.

A U.S. official, speaking on condition of anonymity, said the new policy would take effect gradually. The service chiefs have until May 15 to offer plans to implement the new policy by January 1, 2016.

"The secretary understands with a change of this magnitude it does take some time," the official said.

For many women service members, the move is belated acknowledgement of the realities of the past decade of war, in which there were often no clearly defined front lines. Of those who served, 152 have been killed, including 84 in hostile action, and nearly 1,000 have been wounded.

The 36-year-old Hegar, who was awarded the Purple Heart and Distinguished Flying Cross for action in Afghanistan, said she viewed the debate over women in combat as being out of sync with reality. The issue is job equality, she said.

"Women are in combat. Thousands of women are in combat," Hegar said. "It's about giving them the correct job title. (If)you have a woman shoulder to shoulder with someone, doing the same exact job, and her job title is different because legally she can't be engaging in ground combat, who do you think is going to get promoted faster?"

Women serve in combat roles for the armed forces of a few developed nations, including Canada and Israel, but officials say demand from women for such jobs in NATO nations is very low. In 2010, Britain decided after a review that it would not change rules excluding women from infantry or combat teams.

The United States is drawing down its some 66,000 remaining forces from Afghanistan through the end of 2014, when only a small residual force is expected to remain. It is possible that some women may see themselves in new combat roles before that withdrawal is complete.

"I don't think we can exclude that possibility," one senior defense official said, speaking on condition of anonymity.

IDC's senior analyst Kevin Restivo puts it down to Huawei's advantage in low-cost devices, not to mention its placement within China -- a country that can't get enough of phones.

ZTE also placed within IDC's Top 5 smartphone vendor leaderboard in the last quarter, with a 4.3 percent marketshare, although Samsung (29 percent) and Apple (21.8 percent) continued to dominate the top spots. Samsung saw a 76 percent increase since Q4 2011, extending its lead over the iPhone maker, while Huawei, now third, saw an 89.5 percent year-on-year increase on its smartphone shipments. Estimates on Sony's shipments place it fourth, with a decent 55.6 percent change since the same quarter in 2011.

Annual smartphone sales saw a more familiar pecking order, with Samsung, Apple, Nokia, HTC and RIM filling the lead positions. Year-on-year changes for Nokia, HTC and RIM were negative, likely affected on both sides by the aforementioned champions and new contenders -- the Finnish phone maker dropped shipments by 54.6 percent according to IDC's figures. (AP) ? Danica Patrick's personal life is no longer a secret ? she's dating a fellow driver.

Patrick revealed to The Associated Press she and Ricky Stenhouse Jr. are a couple, ending widespread speculation about the nature of their relationship.

"I have a boyfriend, his name is Richard," she said during an exclusive telephone interview with AP.

"I think I am just finally excited to tell someone about this," Patrick laughed, sounding almost giddy as she said the two-time Nationwide champion's middle name is Lynn and he prefers she use his first name.

The couple waited until the end of Charlotte Motor Speedway's weeklong annual media tour to go public with their relationship, which started as a friendship as they raced each other the last two seasons in the Nationwide Series. Stenhouse became a mentor of sorts to the 30-year-old Patrick, who left IndyCar after the 2011 season to make the full-time switch to NASCAR.

"We are dating, and I know there's been a bit of a runaround this week at the media days and poor Ricky got grilled (with questions)," she said. "It was out of respect to NASCAR, to all the manufacturers, the new cars, the teams, the sponsors, just to allow the news of the day to be about racing and not let anything interfere with that. So, it's Friday now, so that's why we waited until the end of the week to be up front about each other."

Stenhouse confirmed the relationship.

"Yes we are dating," he said. "I don't normally say too much about my private life, always been focused on the track. I didn't want to confirm at media day so that we could keep the focus on the season, the Gen-6 (car), my sponsors and team. That's what it's all about for me."

Patrick remains one of the most recognizable drivers in auto racing, even if wins have been hard to come by. There was speculation that her appeal with advertisers had waned, but sponsor Go Daddy said Patrick will again appear in the website domain provider's commercials during the Super Bowl next month.

Patrick announced in November she and husband Paul Hospenthal were divorcing after seven years, and said in the Jan. 3 filing that her marriage to the 47-year-old Hospenthal was "irretrievably broken."

Speculation immediately shifted toward her relationship with the 25-year-old Stenhouse, who has never been married. While her policy has always been not to talk about her personal life, Patrick said she made an exception this time to end the gossip and so the two could be open about their relationship.

"I think that moving forward into the year, it's a matter of do you say anything at all, or do you just carry on?" she said. "As opposed to speculation and people making up their own stories or talking amongst themselves or us feeling uncomfortable walking into each other's (motorhomes) moving forward, or around our teams or anything, it's just easier to be up front and get it out of the way then to have any kind of awkward speculation."

Stenhouse was asked during the media tour's stop at Roush Fenway Racing if he was dating Patrick. He dodged the question, saying "we've got a great relationship" and then turned attention back to racing.

The subject will be hard for the two to avoid as they compete against each other this season for rookie of the year honors in NASCAR's top Sprint Cup Series. Both are moving up from the second-tier Nationwide Series at the same time.

Patrick said she won't race Stenhouse any differently.

"Obviously, we've been racing together for a couple years now, him and I have always gotten along, we've always had a lot of respect for each other on the track, there's never been an issue out there," she said. "I always say I'll race people how they race me until they do something to make me change my mind. I don't anticipate that changing at all, or us having any issues on the track."

Stenhouse echoed that attitude.

"It won't affect how I race on the track. I want to go out and win, I race everyone hard," he said.

Patrick rocketed to worldwide prominence when she challenged for the Indy 500 win as a rookie, becoming the first woman to lead laps while finishing fourth in 2005. She finished a career-best third in 2009. She began dabbling in NASCAR in 2010 in the Nationwide Series, and moved full-time last year leaving IndyCar and the 500 behind.

Patrick has struggled in stock cars, notching just seven top-10s in 58 Nationwide races since 2010. Still, she was voted by fans the series' most popular driver last year.

In the Sprint Cup Series, where she'll drive this season for Stewart-Haas Racing, team co-owner Tony Stewart handpicked 10 of the hardest tracks for Patrick last season to force her to learn on the fly in preparation for this year. Her average finish in the 10 races was 28th and her best finish was 17th in her season finale at Phoenix.

Stenhouse has won eight races over the last two seasons to become the first driver since Martin Truex Jr. in 2004-05 to win consecutive Nationwide titles. He was promoted this year by Roush Fenway to the Cup Series to replace 2003 NASCAR champion Matt Kenseth.

Introduction
Have you ever wondered how a ship made of steel can float? If you drop a steel bolt into a bucket of water, the bolt quickly sinks to the bottom. Then how can a steel ship float? And better yet, how can a steel ship carry a heavy load without sinking? It has to do with the density of the ship (including its cargo) relative to the density of water. In this activity, you'll make little "boats" out of aluminum foil to explore how their size and shape affects the amount of weight they carry and how this relates to water density.

Background
What determines whether an object floats or sinks? It's the density (mass per unit of volume) of the object compared with the density of the liquid it is in. If the object is denser than the fluid, the object will sink. If the object is less dense, then it will float.

With a steel-hulled ship, it is the shape of the hull that determines how well it floats and how much of a load it can handle. On an empty ship with a steel hull enclosing a volume of air, the ship's density is equal to the sum of the mass of the steel hull and the mass of the enclosed air, all divided by the hull's volume: The ship floats because its density is less than the density of water. But when cargo or other weight is added to the ship, its density now becomes the sum of the mass of the steel hull, enclosed air and cargo, all divided by the hull's volume. If too much weight is added, the ship?s density becomes greater than that of the water, and it sinks. Excess cargo would need to be thrown overboard in a hurry or it's time to abandon ship!

? Bucket, tub, sink or dishpan

? Pennies. You may need as many as 200, depending on the size and shape of the boats you make.
? Rag or paper towels
? Dry rice and measuring cup (optional)

Preparation
? Cut two squares of aluminum foil, making one square with dimensions that are twice that of the other square. For example, you could make one square that is 30 by 30 centimeters (one by one foot), and make the second square 15 by 15 centimeters (six by six inches).
? Fold the two aluminum foil squares into two different boat hulls. Try to make them the same shape. For example, you could make them both have two pointed ends (like canoes) or you could make them square or rectangular with straight edges that come up on the sides (more like a barge).
? Make finishing touches to the boat hulls. Make sure they don't have any leaks. If needed, use a little tape to make them stronger. Flatten the hull bottoms. On each, try to make sure the rim is the same height going all around the hull edges. Why do you think this is important?
? Calculate the volume of each boat hull. If both hulls are square or rectangular, you can measure the length, width and height of each and multiply these dimensions together to get its total volume. If parts of the hull have an irregular shape, measure the volume piece-wise and then add these volumes together. Use triangles to approximate any areas of the hull that are curved or angled. What is the volume of each hull? Write this down.
? Alternatively, you can use dry rice to calculate the volume of each boat hull. To do this, carefully fill each hull with dry rice so that the rice is level with the top of the hull. Being careful not to damage the hull, transfer the dry rice into a measuring cup. What is the volume of each hull using the rice? Write this down.
? Fill the bucket, tub, sink, or dishpan with some water.

Procedure
? Take one of the boat hulls and carefully float it in the container of water deep enough to completely submerge the boat.
? Gently add one penny at a time. To prevent the hull from tipping, carefully balance the load as you add pennies (left to right, front to back?or port to starboard, fore to aft, if you're feeling nautical).
? Keep adding pennies until the hull finally sinks.
? Carefully take out the sunken hull and place it and the pennies on a rag or paper towels. Dump any excess water back into the container.
? Count how many pennies the hull could support before sinking (the penny that sank the hull does not count). How many pennies could it support? Write this number down.
? Repeat this process with the other hull. Be sure to only add dry pennies. Why do you think using dry pennies (instead of wet ones) is important?
? Could the larger hull support a lot more pennies than the smaller one?
? Make sure that the volume you calculated for each boat is in cubic centimeters (cm3). Convert it if necessary and write it down. (Cubic centimeters are the same as milliliters, or mL.)
? Convert the number of pennies each hull could support to grams. To do this, multiply the number of pennies by 2.5 grams (the weight of a single penny). How many grams could each hull support? Write this number down for each hull.
? For each hull, divide the number of grams it could support by its volume in cubic centimeters. This roughly gives you the hull's density. What was the density of each hull right before sinking? How do you think this relates to the density of water?
? Extra: In this activity you compared boat hulls that had two different sizes but you could repeat this activity trying a wider range of shapes and sizes of boat hulls. Do you get the same results if you use aluminum foil boat hulls that have a different shape? Do you see a pattern in your results?
? Extra: You roughly calculated the density of water in this activity, but your calculation could be made even more accurate. Thinking about what factors affected your calculation, develop a way to more accurately determine the density of water, such as by including the weight of the boat hulls, adding something smaller than pennies to measure how much weight the hulls can carry, and more accurately determining the volume of the hulls. How close can you get your calculations to the actual density of water?
? Extra: Repeat this activity but this time use liquids (or semisolids) other than water, such as cooking oil, liquid detergent or even snow. (Check with an adult to make sure it is alright if you use household liquids for your activity.) Make sure not to use any dangerous chemicals, such as household cleaning solutions. If you do not want to use much of the liquid, you can dilute it with water or use a small container (just wide enough to fit your boat hull in) and fill it so it is just a little deeper than the height of the hull?so that the hull can sink. NASA's Next Space Telescope Coming Together, Piece by Piece

REDONDO BEACH, Calif. ? NASA's James Webb Space Telescope is one of the most intricate and powerful observatories ever devised.

Almost immediately after launching into space in 2018, James Webb Space Telescope?will begin the slow process of unfolding from its clamshell configuration into the most sensitive infrared instrument of its kind yet built. The telescope will then begin peering deep into the cosmos for signals left over from the Big Bang that created our universe.

But JWST's nail-biting deployment won't be the first time the craft unfolds. Before constructing the final components, engineers have been making sure to test and retest mockups in conditions potentially harsher than the telescope ? the long-awaited $8.8 billion successor to NASA's iconic Hubble Space Telescope ? will experience.

Each piece is identical to the final product. The pieces of the giant telescope are exposed to the some of the worst trials engineers can come up with. The mockups must perform not only in ideal circumstances, but also in subpar conditions.

"You don't just test how it's going to work the way it's supposed to work," Scott Willoughby, JWST's program manager at Northrop Grumman, said during a Jan. 11 tour of the company's facility here in Redondo Beach.

Built in stages

The jet-sized telescope isn't being built all at once, but instead incrementally, allowing for testing of the individual parts.

"You don't built it all and see if it works," Willoughby said.

The first priority has been high-risk objects such as the mirrors and the instruments. JWST contains 18 hexagonal mirrors in an array, rather than one large mirror.

The smaller mirrors allow for more precise construction. The separate pieces also travel more easily into space; although 12 sit on the center mast, two three-mirror panels unfold on each side as the telescope deploys.

Made of beryllium, the small mirrors are less apt than one giant one to change their shape in the extreme temperatures of space. The final mirror will be equivalent to a single reflective surface of 21.5 feet (6.5 meters), with a collecting area almost five times larger than the primary mirror of the Hubble Space Telescope.

Each mirror is covered by a thin coat of gold to enhance its reflectivity ? a very thin coat, Willoughby stressed.

"You couldn't take all of that gold and make a wedding ring," he said.

Although Northrop Grumman is the primary contractor, the mirrors themselves have been subcontracted to Ball Aerospace, which has subcontracted out various elements.

"It takes a village to build a mirror," Willoughby said.

Construction of all18 segments of the primary mirror was completed last year. JWST's instruments, which are being assembled by NASA's Goddard Space Flight Center in Greenbelt, Md., and the European and Canadian space agencies, should be ready by the end of this year, officials have said.

The largest part of JWST is the five-layered sunshield, which will shield the telescope ?from temperatures of up to 185 degrees Fahrenheit (85degrees Celsius) on the sun side. The primary telescope must remain at temperatures below minus 370 degrees Fahrenheit (minus 223 degrees Celsius) so that it can register faint infrared emissions from distant sources.

Each layer of the tennis-court-size sunshield is filled with over 10,000 seams, which allow it to take a 3D shape rather than remaining flat. The five layers are either 0.001 or 0.002 inches thick and resemble the surface a giant mylar balloon. Three of the five have already been completed, with the last two set to be done by the end of the year.

The sunshield blocks heat not only from the sun, but also from the body of the observatory. Almost 10 feet (3 m) in diameter, the body, known as the bus, houses JWST's instruments and power supply. The electronic equipment emits heat that can inhibit astronomical readings just like the sun.

The bus is "the heart of anything that goes into space," Willoughby said.

Construction on the bus only recently started, although the space-ready mockup has already undergone a number of tests.

The telescope will be pieced together inside a bay of Northrop Grumman's Redondo Beach facility. From there, it will leave Los Angeles on a boat, travel through the Panama Canal, and be launched from French Guiana in South America. [The James Webb Space Telescope (Video)]

'Seven days of terror'

Almost immediately after it leaves Earth's orbit, the James Webb Space Telescope will begin its deployment process.

The outer layer, which protects it from the heat of racing through Earth's atmosphere, will drop off. The wings holding the sunshield will unfold, and the shield will begin to spread to full capacity. The secondary mirror will extend, and the two panels on the primary will emerge.

"We will actually stretch out as we're flying," Willoughby said.

The entire process will take roughly two weeks and will happen while JWST is speeding toward its final destination, a gravitationally stable spot 900,000 miles (1.5 million km) from Earth called the sun-Earth Lagrange point 2.

Six months after launch, the telescope should be ready to kick off its five-year science mission. (The entire observatory has a 10-year design life.)

"The Mars [rover Curiosity] had seven minutes of terror," said JWST scientist Heidi Hammel of the Space Science Institute in Boulder, Colo. "We're going to have seven days of terror."

According to Hammel, the most nerve-racking part of the deployment will be the extension of the smaller secondary mirror. Any problems that may develop with the sunshield or engines will still allow for some limited science to be performed.

But "if we don't have the secondary mirror, we don't have a telescope," Hammel said.

Despite the intricate nature of the deployment process, Willoughby said he's confident of success, citing the many tests that will prove out each component and procedure, along with Northrop Grumman's track record.

"Norfolk Grumman has a 100 percent success rate in deployment," he stressed.

Although JWST will go through a significant unfolding, it won't hold the record for a Norfolk Grumman-built satellite. According to Stuart Moses, who works with science and weather systems for the company, that honor goes to the Tracking and Data Relay System (TRDS), an array of six satellites launched in 1983, which was recognized for setting a record after operating for 25 years.

"TDRS has more deployments, just in terms of numbers," Moses said.

Northrop Grumman has helped in the construction of a number of satellites and space telescopes, including NASA's Chandra and Compton Gamma Ray observatories.

"A lot of the deployment technology that we've been using over the decades has been applied to JWST," Moses said.

Stem cell therapy to repair damaged knee cartilage

Jan. 24, 2013 ? Rush University Medical Center is conducting the nation's first clinical study of an innovative stem cell drug, Cartistem, to repair knee cartilage damaged by aging, trauma or degenerative diseases such as osteoarthritis.

Cartistem is manufactured from mesenchymal stem cells derived from allogeneic (donor) umbilical cord blood. Umbilical cord blood is a readily accessible source of high-quality stem cells, is associated with minimal health risks and carries relatively few ethical concerns.

The stem cells are mixed with hyaluronan, a natural polymer that plays a major role in wound healing and is a building block of joint cartilage. Cartistem is surgically administered into the area of cartilage damage following an arthroscopic surgery as an adjunct to microfracture, a commonly used technique used to repair cartilage damage.

The principal investigator on the study is Dr. Brian Cole, a professor in the department of orthopedics and anatomy and cell biology at Rush University Medical Center. Dr. Cole is the head of Rush's Cartilage Restoration Center and is also the head team physician for the Chicago Bulls. Cole and his co-researchers will assess the drug's safety as well as its ability to regenerate cartilage repair tissue and reduce pain in patients with localized cartilage loss in the knee.

Treating cartilage damage can be problematic because the tissue does not contain blood vessels or nerves and therefore has a limited ability to re-grow. Various treatments for cartilage degeneration, such as drug therapy, arthroscopy and joint replacement, yield mixed results and are unable to regenerate damaged tissue.

"Finding a biological solution for cartilage regeneration in orthopedics is one of the fastest growing areas of research and development in our specialty, said Cole. "Rush is spearheading this field of research with the ultimate goal of safely improving outcomes and sparing patients from having more complicated surgery at a relatively young age."

The two-year, phase I/IIa study will enroll a total of 12 participants aged 18 years and older, with a body mass index of less than 35. Initially, six individuals with lesions sized 2 to 5 centimeters will be recruited into the study; an additional six volunteers with lesions larger than 5 centimeters will be enrolled sequentially. Each participant will undergo eligibility screening followed by a 12-month observation period to determine the safety and efficacy of the drug with an additional long-term follow-up evaluation at 24 months.

"With a burgeoning aging, yet active population, our patients are looking for effective non-joint replacement solutions to treat their damaged knee cartilage," said Cole. "This research is significant in that it utilizes a commonly performed operation (microfracture) in an effort to improve upon variable outcomes."

"Notably, this is a treatment for patients with localized cartilage damage and not for patients who are diagnosed with diffuse or bone on bone arthritis who have otherwise been told they require a knee replacement." said Cole.

U.S. business bruised by budget fight, say economists: Reuters poll

(Reuters) - U.S. businesses have cut back expansion and hiring plans as a direct result of Washington's budget spat, say a firm majority of economists in a latest warning the recovery will drift until the fighting ends.

Friday's Reuters poll of 76 economists also showed they were split almost down the middle over whether the White House and Congress will agree significant spending cuts over the next two months.

While the Republican-controlled House of Representatives passed a bill on Wednesday to allow the federal government to keep borrowing through to mid-May, they and Democrat President Barack Obama face weeks of wrangling over budget reforms.

Surveyed over the last two days, most economists were clear in their belief the deadlock over the last few months has stymied U.S. businesses' investment and hiring plans.

Kevin Logan, chief U.S. economist at HSBC in New York, said uncertainty about budget policy could persist through this year and even into 2014.

"Until it is resolved it adds risks to business planning, and to potential returns on capital outlays."

Fifty-one said the impasse had delayed corporate hiring and expansion plans by some extent, and eight said by a large extent. The remaining 17 said it had only a minor or no impact.

A Reuters poll earlier this week showed U.S. economic growth would slow to around 2.0 percent in 2013, compared with an estimated 2.3 percent for last year.

While that's better than most of Europe, burdened by harsh budget austerity that the White House wants to avoid, it's still not enough growth to generate substantial new hiring.

Reflecting the schism in Washington, economists were split on whether politicians will agree to make significant spending cuts: 38 said they won't and 36 said they will.

"I am hopeful that significant spending cuts can be achieved as part of a deal on the budget, and hopefully, this would include tax and entitlement reforms," said Chad Moutray, chief economist at the National Association of Manufacturers in Washington, D.C.

"With that said, the ongoing fiscal challenges have had an impact, with a large percentage of manufacturers saying that they have pulled back on hiring and capital spending."

THE RATING GAME

Fitch and Moody's, the two big credit rating agencies that still give the federal government a top-notch "AAA" grade, have warned over the last few weeks the country faces a downgrade unless lawmakers pass a credible plan to cut the budget deficit.

Most analysts -- 53 out of 75 -- said a credit rating cut would not lead to higher U.S. sovereign borrowing costs.

Such a situation failed to materialize after Standard & Poor's abandoned its own "AAA" rating for the U.S. after the budget impasse of 2011, and also for France when it lost its top grade for creditworthiness.

But while U.S. credit rating cuts might not push federal borrowing costs higher, it could still send ripples through the financial system and count against riskier assets, said Lena Komileva of G+ Economics, a consultancy in London.

"A downgrade of the U.S. Treasury's securities would effectively downgrade the ability of the banking system to hedge holdings of riskier assets," she said.

Komileva argues that would favor U.S. Treasuries, and other core government debt markets such as German Bunds and British Gilts, while adding a premium to other riskier debt.

Only one of the 14 economists working for primary dealers -- the firms used by the government to make a market for its debt -- thought a credit rating downgrade would send borrowing costs higher.

My issues stem from a combination of bad past relationships, and seeing first hand the disgusting percentage of men that are unfaithful and the real value of marriage today... Let me allaberate.. Ive been through the ringer when it comes to pigs (unfaithful men)...been cheated on, aside from left for an ex gf, and left for an ex wife all from different boyfriends. That was the first degree of my emotional turmoil...
I was a bartender before i got my sh*t together and in that period of time i witnessed an overwhelming number of unfaithful marriages, it was devastating to watch... On top of it all- the one relationship i always admired and looked to for inspiration, the one that gave me hope- turned out not to be so admirable. (My parents after near 30 years)

In turn i became celibate and avoided any kind of emotional connection with a man. I was to the point that i actually wished i could become a lesbian and avoid ever becoming involved with a man again. Unfortunately im just not at all attracted to women...
Then i met my current husband. He really put himself through a lot to win me over. I seen what a genuine good guy he was. He restored a small amount of belief that good guys might actually exist. So i gave it a try. For the first year and a half he felt like he was the only one in the relationship, and he had good reason. I cared about him but I still kept contact with all my guy friends, he hated that and it caused alot of problems. For me it was my way of not getting in to deep and letting myself be 100% commited and vulnerable again.
That helped lead to a series of physical abuse from his part. (working on the root of this problem..he was abused throughout childhood) This isnt even where my problem lies, so i dont want all the focus to be here. He is honestly an all around amazing guy apart from that. My thoughts were i would rather endure the physical pain any day over any more emotional damage. My thoughts are if that was the only thing really wrong with him then im golden. At least that's something you can work on together...
I had no doubt that he was the guy for me. We got married, it made me feel more secure with him.. I finally stopped talking to guys and tried being 100% with him. I excepted that i really loved him and if i didnt change i would lose him. I completely let my guard down, things were amazing... Then one night we came across this new feature on facebook that saves your people search history (our computer monitor is our tv) we were sitting on the couch next to each other when I looked at his history, Not expecting to find anything since he hates facebook and hardly ever gets on the thing...I seen he had looked up his ex wife...
This is where my issues start- In that moment i experienced something ive never felt before. Not sure what to call it... A total meltdown, severe panick attack, Horrible anxiety? Not quite sure. Felt like a mix of all the above. I was hyperventilating, couldnt breath felt like i was going to throw up all at the same time. A flood of thoughts took over my head- He is thinking about her, that means he misses her! OH MY GOD! how could i be so stupid and blind?!! I got an overwhelming feeling that i had been blind sighted and that he is actually just another pig like all the rest. I didnt know what to do, threw a bag together and was tying to leave. He tried calming me down, telling me i was in no condition to be driving anywhere. He didnt know what to do as he had never seen me like that either. I couldnt see or think straight, i knew there was no way i could drive. So i stayed. When i finally got myself under control we talked about the cituation.It was a long heated debate, he got angry when he found searches of mine for ex's, comparing his one time looking up an ex to my looking up several exes. Even tho what seems like a valid point, i couldnt reason. I knew what my intentions were, to me it just wasn't comparable. He said he never contacted her, he swore up and down that not a single part of him misses her or would ever consider taking her back. He claimed he looked her up because he was told her new husband looked just like him. I decided to believe him...
I tried to tell myself- move foreward, forget about it, i was over reacting that it really wasnt a big deal. I could only wish- I found that was impossible.
Ever since i found that, And what i experienced... I knew what i found was such a tiny matter, and that if he were to really leave me for her or cheat, anything related of a larger scale... I would be SO screwed!! I would be so entirely ruined beyond repair that there would be no coming back from that. Probably ever!! I might as well be dead, i would already be emotionally dead... I started acting completely out of character for myself. My time from then on was consumed by digging and more digging trying to find any thread of evidence that this man isn't the good guy i have been lead to believe; that he will hurt me if i dont take action and get out while there is still pieces of me still left..
I acted like a crazy person- spending hours looking through his entire email accounts dating back to before we even got together. Researching how to recover deleted text and facebook messages. Phone history- anything i could get my hands on that might tell me something. Questioning every motive. I would see what i was doing and know i was acting like a total NUT, but i couldnt make myself just stop and get off it already.
My crazyness has calmed way down, i gave up on trying to dig up things on him. It just hurts that he doesnt understand my situation or try to. Although he thinks he has it all figured out, He calls the things i was hurt by in the past so petty and that i just crave attention. I just wish he would try to do some real research and understand a little better. He is very hard to talk to about my issues so it would be nice to get some outside opinion. Also a small part of me wonders if the abuse part is still lingering subconsciously? Like an unclosed wound? Maybe helping to fuel the fire of what was my crazyness?
I dont know, im just trying to find answers...
All that aside..We have been married a little over a year and I love him more than anything, i honestly couldnt imagine life without him. We are each others best friend, we do everything together. We even started our own business and work everyday together! And yet we never get sick of each. More than anything i want to be able to trust my husband fully without reservations. I have no reason not to! I really feel that he would never hurt me. I just wish i knew how to let go of my insecurities, its nothing but toxic junk. There are so many better things to focus on like a long and happy marriage! If anyone can relate and grant some advice that would be so much appreciated. I love to read, maybe there is a book i can benefit from? Even if there is no advice to be given, its been refreshing to vent. So thanks for reading

Hashtag goes Gallic in French lawbooks

(AP) ? The French government is redefining hashtag with a Gallic touch. The country that has an academy devoted solely to the use of the French language has given its official seal of approval to a new word for the Twittersphere: mot-diese.

Pronounced 'Mo-Dee-YEZ', it doesn't exactly trip off the tongue. But that's not the point. French law requires that government agencies use French terms ? and teachers are required to spread the word. New words are approved by the Academie Francaise and written into the lawbooks.

The French word for hashtag, published in the official journal on Wednesday, follows the government's somewhat successful redefinition of email ? courriel ? and its less successful attempt to persuade people to avoid the word "weekend."
