Wray Herbert: Is Feeling Bad a Luxury Problem?

In Judith Viorst's classic children's book Alexander and the Terrible, Horrible, No Good, Very Bad Day, Alexander wakes up with chewing gum in his hair -- and everything goes downhill from there. He trips on his skateboard and drops his sweater in the sink. He doesn't get a window seat in the car, and the dentist tells him he has a cavity. His mother makes him get white sneakers instead of the blue-and-red-striped ones he covets. He's forced to eat lima beans for dinner, and there's kissing on TV. To top it all, his nightlight burns out just as he's getting ready for bed.

Alexander's plight resonates not just with kids but with any adult who has ever whined about a luxury problem. Alexander is clearly a very fortunate child. He has food on the dinner table every day, a warm bed for sleep, dental care, a sweater, and sneakers, not to mention real luxuries like a TV and a skateboard. So when we read about the spoiled child's tantrums, we can't help but be reminded that most of the stresses in our adult lives -- the congested commuter traffic, the workplace conflict, the leaky roof -- are also luxury problems.

Health experts call these "first-world problems," meaning the accumulated stresses of daily life and the negative emotions they arouse. There's little doubt that worry and anger and sadness are linked to illness and mortality, right down to the cellular level, but isn't this just the downside of privilege? Those of us who live in modern, industrialized nations may indeed be sickened by negative emotions, but surely this phenomenon is eclipsed by more pressing and serious health risks in the developing world, by "real" problems like famine, poverty, and war.

Or is it? The fact is, we don't know. The question never been studied. That's why University of Kansas psychological scientist Sarah Pressman and her colleagues decided to examine the emotion-health link in 142 countries across the planet, including many with persistent, daily risks to health and well-being, like prolonged civil war and drought. The scientists surveyed more than 150,000 people, ranging in age from 15 to 99, a representative sample of the world population participating in the Gallup World Poll. They queried these people about the specific negative emotions they had experienced the previous day -- worry, sadness, boredom, depression, and so forth -- and about positive emotions, including happiness, laughter, and love.

In addition to these data on everyday feelings, the scientists took various measures of health: Do you have any health problems that prevent regular activity? How well rested do you feel? Are you experiencing pain? They asked, in general, how satisfied or dissatisfied these people were with their health. They also asked about their basic needs -- for money, shelter, food, and water -- and about crime, safety, and sense of security.

Emotions matter to health -- everywhere. That's the main finding from this first-ever worldwide analysis. As reported in a forthcoming issue of the journal Psychological Science, both positive and negative emotions were uniquely linked to health, and unexpectedly, emotions were actually better predictors of health and illness than were basic unmet needs, for food, safety, and shelter. What's more, emotions are not a first-world problem; indeed, the opposite appears to be true. The poorer the country (as indicated by GDP), the stronger the connection between emotions and health. Positive emotions (or their scarcity) appear especially important to individual health status in poorer countries.

Alexander's solution for all his cares and woes is to move to Australia. In the Australian version of this popular book, the solution is to move to Timbuktu. But as this study documents, there's no place on Earth to outrun the cascade of human emotions -- or the important health consequences of those everyday feelings.

Do successful daters really make all this effort? Or are the best relationships those that happen naturally?

I think the answer is yes - to both questions. Based on what I know about successful relationships (which is obviously based more on observation than experience),?it seems to depend?on the people.

I know people who truly believed in dating sites, and followed all the formulas, and did all the work - and met the love of their life. I think it's the nature of?online dating?to require that much forethought and effort. Sure, you can sit back and wait for people to approach you - but really, is that why you signed up for a dating site? You spent all that money to wait?

If a person doesn't believe in online dating sites, she's naturally not going to put as much effort into meeting people that way. How likely is she to meet the love of her life online? Not very - but that doesn't mean she won't meet him. It just means that she probably won't meet him online.

So where do I fall in all of this? I'm still not sure. Yes, I signed up for the site (I couldn't resist). This isn't the first time I've tried online dating - but it is the first time I've seriously tried a paid site. I met Big on Plenty of Fish, and Trooper on OKCupid - both of which are totally free.

Part of me still thinks using an online site at all might be forcing it too much. Another part of me wonders if maybe I need to change it up?- after all, I can't keep doing the same thing, expecting a different result. That's the definition of insanity (and, it seems, dating).

But part of me couldn't resist the catchy commercials, or those real-life success stories that I know personally.?I couldn't resist the idea that love is something I'm meant to search for, not wait for. I couldn't resist the idea that nothing good ever happens to someone sitting at home, not doing a darn thing to bring that good to her life.

So, I'm trying. I'll be sure to report back.

NASA cancels climate study project in Thailand

(AP) ? The United States says it won't be able to carry out a climate study this year because Thailand has postponed granting NASA permission to use a key naval air base.

The American space agency's request to use Thailand's U-Tapao air base has faced opposition from critics who say it could be a cover for military purposes.

The Thai Cabinet decided on Tuesday to have lawmakers debate the issue after Parliament reconvenes Aug. 1, a month after a deadline NASA had set.

U.S. Embassy spokesman Walter Braunohler said Thursday that NASA can't wait because the climate study focuses on regional weather patterns that occur only in August and September.

He says it is too early to say whether NASA will revisit the project next year.

Durable goods orders rebound, led by cars and planes

New orders for products ranging from refrigerators to airplanes rose in May, bouncing back from two consecutive monthly decreases, government data showed Wednesday.

The Commerce Department reported that orders for goods meant to last more than three years increased 1.1 percent last month, after a revised 0.2 percent decrease in April. The rise in orders last month raises hopes that the recovery still has some strength left, but concerns remain that a slowing global economy will stifle orders in future months.

"It was better than expected, which is surprising to see since recent economic reports have been less positive. I'm still concerned we'll see a third summer of an economic deceleration. While this is an important number, news out of Europe is still dominating equity markets," said chief investment officer David Carter of Lenox Wealth Advisors.

Orders for transportation equipment, i.e. planes and automobiles, which have risen in three of the past four months, gained 2.7 percent in May.

Economists polled by Reuters had forecast orders for durable goods, rising 0.4 percent after previously being reported as being flat in April.

Excluding transportation, orders rose 0.4 percent after dropping 0.6 percent in April. Economists had forecast this category rising 0.7 percent.

Slower growth in China and a looming recession in the debt-crisis ridden eurozone have taken some of the shine off the domestic manufacturing sector, leaving the economy mired in a soft patch.

Regional surveys of factory activity have mostly shown a weakening in orders this month, a trend that is likely to be highlighted in a report on national manufacturing next week.

Non-defense capital goods orders excluding aircraft, a closely watched proxy for business spending plans, increased 1.6 percent after dropping 1.4 percent in April and snapping two straight months of declines.

Economists had expected this category to rise 1.7 percent after a previously reported 2.1 percent drop.

Shipments of non-defense capital goods orders excluding aircraft, used to calculate equipment and software spending in the gross domestic product report, rose 0.4 percent after declining 1.5 percent in April.

Last month, orders for civilian aircraft rose 4.9 percent and motor vehicles climbed 0.5 percent.

Boeing received eight orders for aircraft, according to the plane maker's website, up from four in April.

Outside transportation, details of the report were fairly mixed, with increases in machinery, electrical equipment and appliances and capital goods orders increasing. Demand for primary metals and computers fell.

Merkel buries euro bonds as summit tension rises

BERLIN/PARIS (Reuters) - German Chancellor Angela Merkel sought to bury once and for all the idea of common euro zone bonds on Tuesday, saying Europe would not share total debt liability "as long as I live", as the bloc's big four finance ministers met to narrow differences on how to solve a worsening debt crisis.

Two days before a crucial European Union summit, European Council President Herman Van Rompuy released a seven-page report on closer fiscal and banking union envisaging a euro zone treasury that would issue common debt in the medium term.

Merkel immediately stamped on the idea of mutualising debt - favored by France, Italy and Spain - at a meeting of lawmakers from her Free Democratic coalition partners in Berlin, according to people who attended the closed-door session.

"I don't see total debt liability as long as I live," she was quoted as saying, a day after branding the idea of euro bonds "economically wrong and counterproductive".

However Germany, the EU's biggest economy and paymaster, appeared ready to budge on using the euro zone's rescue funds more flexibly to help banks and reassure investors spooked by an increased risk of facing write-downs on government bonds.

The parties in Merkel's centre-right coalition proposed allowing a new permanent rescue fund, known as the European Stability Mechanism (ESM), to funnel aid directly to national bank rescue funds, according to a draft seen by Reuters.

That could spare governments like Spain's some of the political stigma of a bailout, although the loans would still be on the state's balance sheet, increasing its debt, and would still be subject to strict conditions.

More significantly, conservative floor leader Volker Kauder told another meeting of lawmakers that euro zone governments were discussing making it possible to remove preferred creditor status from the ESM rescue fund, participants said.

Neither Merkel nor Finance Minister Wolfgang Schaeuble, who insisted on that treaty clause to make private bondholders take first losses in any future debt restructuring by bailed-out states, spoke out in favor of such a move, the sources said.

The provision has scared investors off buying Spanish debt since Madrid was promised a bailout of up to 100 billion euros ($125 billion) for its debt-stricken banks, since they fear a possible "haircut", driving bond yields up to alarm levels.

TENSIONS

Political tensions were already rising before word emerged of Merkel's dismissive comments.

Italian Prime Minister Mario Monti told parliament he would not just rubber stamp conclusions of the EU summit on Thursday and Friday and was ready to go on negotiating into Sunday evening if necessary to agree on measures to calm markets.

Cyprus, which on Monday became the fifth euro zone member to request a bailout, suffered a blow to its pride when the European Central Bank announced it would no longer accept the country's bonds as collateral - less than a week before Nicosia is due to assume the rotating EU presidency.

Euro zone finance ministers will hold a conference call on the Spanish and Cypriot aid requests on Wednesday, EU officials said.

Before that, finance ministers of the four biggest economies - Germany, France, Italy and Spain - were to discuss in Paris on Tuesday evening short-term crisis management and the proposals for closer long-term budgetary and banking integration.

Financial markets are on edge and international pressure for decisive action is rising but the summit, the 20th since the bloc's debt problems began in early 2010, is not expected to produce a lasting solution.

The finance ministers' session in Paris was called at such short notice - in an apparent rush to repair damage from a public rift between Merkel and leaders of the other three states when they met in Rome last Friday - that one finance minister's press staff only learned of the invitation on Tuesday morning.

The four finance chiefs were expected to seek more common ground before Merkel and French President Francois Hollande hold a pre-summit meeting on Wednesday.

HALF ITS ECONOMY

Cyprus, the 17-nation currency area's third smallest economy with just 1 million residents, added drama to a fraught week by applying for rescue loans on Monday.

Two euro zone sources said the East Mediterranean island, with an outsize financial sector heavily exposed to neighboring Greece, may need up to 10 billion euros in emergency financing, more than half its 17.3 billion euro annual output and equating to 10,000 euros per Cypriot.

While the sum is easily within the range of the European Financial Stability Facility (EFSF) bailout fund, it sets an awkward precedent and may lead to demands for private bondholders to take a write-down as they did in Greece.

Cyprus needs to plug a 1.8 billion euro capital shortfall in its second largest lender by June 30. Potential aid could be more comprehensive to cover fiscal requirements, Finance Minister Vassos Shiarly told Reuters.

Nicosia takes over the EU presidency for six months on July 1. But in Frankfurt, an ECB spokesman said that a downgrade of the Cyprus credit rating into speculative grade territory by all accepted rating agencies meant that Cypriot government securities no longer fulfilled the creditworthiness requirement.

This means banks cannot offer Cyprus government bonds in return for cash loans from the ECB.

Nicosia is believed to have applied to the EU for aid after exhausting attempts to secure loans from either China or Russia, a close ally, in an apparent effort to avoid the tough conditions and intrusive monitoring of an EU/IMF program.

"The exact number has not been decided yet. It was to be 6 billion for the state financing and 2 billion for the banks but that is optimistic - it is more likely to be seven and three - up to 10 billion euros in total," one euro zone official said.

On Monday, Spain formally requested up to 100 billion euros in rescue loans to recapitalize a banking sector that is weighed down by bad loans from a burst real estate bubble.

It is seeking to avoid the political humiliation and partial loss of sovereignty involved in a full state bailout program of the kind granted to Greece, Ireland and Portugal, even though the IMF and EU authorities will still have to monitor the aid.

Spanish and Italian bond yields rose again on Tuesday as skepticism set in before the EU summit. Spain had to pay the highest yields since last November to sell 3.08 billion euros in short-term debt as demand from its ailing banks dwindled.

CONTAGION

Investors want to see bold moves to underpin the European currency union and halt the inexorable contagion from one debt-stricken country to another. But with 27 EU countries and 17 in the euro zone, quick steps are one thing Europe can't take.

The Brussels summit is expected to agree on a growth package pushed by France worth around 130 billion euros ($162 billion) in infrastructure project bonds, reallocated regional aid funds and European Investment Bank loans.

Leaders will also discuss proposals for a banking union but while they are likely to agree to give the ECB power to supervise big cross-border banks, Merkel is resisting any joint deposit guarantee or common bank resolution fund.

In Washington, U.S. Treasury Under Secretary Lael Brainard, who has been handling financial diplomacy with Europe, urged EU leaders to put "more flesh on the bones" of their plans for tackling the debt crisis at this week's summit.

Yes, it is possible to create a gripping documentary about the ballet world without resorting to "Black Swan" melodramatics.

Because its subjects are so driven and so talented, "First Position," which is about ballet, is more gripping than the norm.

It's in the quick audience-reaction shots of the young dancers' exultant parents and cringing private instructors that the movie finds its most nakedly human moments.

The film shows the grueling work it takes for young dancers like Zamora to look effortless on stage, and First Position shows teachers who range from supportive to borderline abusive.

Far from the dutiful progeny of "Dance Moms," these are individuals of uncommon skill, self-knowledge, maturity and drive. They're the real deal. And so is First Position.

All of the dollars and expertise that produced this summer's blockbusters could never produce a spectacle as wondrous as 11-year-old Aran Bell dancing his heart out.

Kargman ... brings a welcome empathy to this programmatic film that follows six hopefuls as they compete in something called the Youth America Grand Prix, which we're told is the most comprehensive ballet competition in the world.

The children are almost unearthly in their agility and elegance -- until they remove their shoes, and reveal their all-too-human abrasions and injuries.

It's a wealth of material at odds with a scant running time and shallow focus.

When it's over, you won't remember so much about who won and who lost. Instead, what remains is the expression on a young dancer's face, reflected in a mirror: showing the joy of being in love with what you do.

What we experience is the overwhelming thrill of the competition and the true agony of defeat.

It could very well compete for Best Documentary at next year's Academy Awards.

For someone (like me) who has never been to a ballet, the talent of these teens and tweens is a revelation.

It's 'Spartacus' en pointe.

Inspiring documentary about hardworking young dancers.

Almost loses its sense of good taste entirely in the final act, straining to build suspense and shape heroes. The bias hangs a little ugly in an otherwise passable, somewhat enlightening effort.

The cookie cutter format Kargman uses in presenting her subjects may be unoriginal but a safe way to introduce the filmmaker to her new audience.

Child ballet dancer and former journalist Bess Kargman brings a dancer's passion and insight to her directorial debut, illuminating the addictive magic and fierce demands of a ballet dancer's life.

Really, all of the dancers' evident passion for their art is, well, spellbinding.

These kids are proud of their tights.

Poll: Americans oppose health law but like provisions

WASHINGTON - Most Americans oppose President Barack Obama's healthcare reform even though they strongly support most of its provisions, a Reuters/Ipsos poll showed on Sunday, with the Supreme Court set to rule within days on whether the law should stand.

Fifty-six percent of people are against the healthcare overhaul and 44 percent favor it, according to the online poll conducted from Tuesday through Saturday.

The survey results suggest that Republicans are convincing voters to reject Obama's reform even when they like much of what is in it, such as allowing children to stay on their parents' insurance until age 26.

Strong majorities favor most of what is in the law.

A glaring exception to the popular provisions is the "individual mandate," which forces all U.S. residents to own health insurance.

Sixty-one percent of Americans are against the mandate, the issue at the center of the Republicans' contention that the law is unconstitutional, while 39 percent favor it.

"That's really the thing that has come to define the (reform) and is the thing that could potentially allow the Supreme Court to dismantle it if they decide it's not constitutional," Ipsos pollster Chris Jackson said.

In good news for Republicans at November's congressional elections, 45 percent said they were more likely to vote for a member of Congress who campaigned on a platform of repealing the law, versus 26 percent who said it would make them less likely, the survey showed.

The Supreme Court is expected to rule on the 2010 healthcare reform, Obama's signature domestic policy achievement, this week, possibly as early as Monday.

The political stakes are sky-high on an issue that has galvanized conservative opposition to the Democratic president, and how the court's decision is framed politically could influence the outcome of the November 6 general election.

Support for the provisions of the healthcare law was strong, with a full 82 percent of survey respondents, for example, favoring banning insurance companies from denying coverage to people with pre-existing conditions.

Sixty-one percent are in favor of allowing children to stay on their parents' insurance until age 26 and 72 percent back requiring companies with more than 50 employees to provide insurance for their employees.

Partisan division
Americans are strongly divided along partisan lines. Among Republicans, 86 percent oppose and 14 percent favor the law and Democrats back it by a 3-to-1 margin, 75 percent to 25 percent, the Reuters/Ipsos poll showed.

But in what could be a key indicator for the presidential contest, people who describe themselves as political independents oppose the law by 73 percent to 27 percent.

Opposition among independents has been growing. In a survey conducted in April, two weeks after the Supreme Court heard the case, 63 percent of them opposed the measure, and 37 percent favored it.

"Republicans have won the argument with independents and that's really been the reason that we see the majority of the public opposing it," Jackson said.

Republicans have dominated the political message on healthcare with calls to "repeal and replace" the law, condemned by conservatives as a government intrusion into private industry and the lives of private citizens. It passed in March 2010 with no Republican support in Congress.

Mitt Romney, the likely Republican presidential nominee, has promised to repeal the law if he defeats Obama, although he has not offered a plan of his own. Obama, who says he modeled the measure on a healthcare plan Romney passed as governor of Massachusetts, has defended it.

Obama critics - some from within his own party - have also questioned the president for focusing on healthcare reform early in his term instead of doing everything he could to fix the struggling U.S. economy.

Democrats back the measure as an effort to improve the lives of Americans and essential to control spiraling costs that are undermining the country's overall economic health. Healthcare expenditures in the United States neared $2.6 trillion in 2010, over 10 times the $256 billion spent in 1980, according to the Kaiser Family Foundation.

A good portion of the opposition to the healthcare law is because Americans want more reform, not less of it.

The poll found that a large number of Americans - including about one-third of Republicans and independents who disagree with the law - oppose it because it does not go far enough to fix healthcare.

Seventy-one percent of Republican opponents reject it overall, while 29 percent feel it does not go far enough, while independent opponents are divided 67 percent to 33 percent. Among Democratic opponents, 49 percent reject it overall, and 51 percent wish the measure went further.

"If you add the people that oppose it because they think it doesn't go far enough, you get a majority of Americans, so it doesn't mean that healthcare reform is dead," Jackson said.

There was party division in Americans' view of the individual mandate. Overall, 61 percent of Americans oppose requiring all U.S. residents to own health insurance. Among Republicans, the percentage rose to 81 percent, and it was 73 percent among independents. But a majority of Democrats - 59 percent - favor the individual mandate.

The survey of 1,043 Americans was conducted from June 19-23. The precision of the Reuters/Ipsos online polls is measured using a credibility interval. In this case, the poll has a credibility interval of plus or minus 3.5 percentage points.

Vatican hires Fox News reporter as communications advisor

The Vatican has brought in the Fox News correspondent in Rome to help improve its communications strategy as it tries to cope with years of communications blunders and one of its most serious scandals in decades, The Associated Press learned Saturday.Greg Burke, 52, will leave Fox to become a senior communications adviser in the Vatican?s secretariat of state, the Vatican and Burke told the AP.

?I?m a bit nervous but very excited. Let?s just say it?s a challenge,? Burke said in a phone interview.

He defined his job, which he said he had been offered twice before, as: ?You?re shaping the message, you?re molding the message, and you?re trying to make sure everyone remains on-message. And that?s tough.?

The Vatican spokesman, the Rev. Federico Lombardi, confirmed the move to the AP, saying Burke will help integrate communications issues within the Vatican?s top administrative office, the secretariat of state, and will help handle its relations with the Holy See press office and other Vatican communications offices.

Burke, a native of St. Louis, Missouri, is a member of the conservative Opus Dei movement. Pope John Paul II?s longtime spokesman, Joaquin Navarro-Valls, was also a member of Opus Dei.

Discovery unlocks secrets of cancer's critical 'chimeras' | Machines ...

Groundbreaking cancer research at the University of Virginia School of Medicine has discovered a previously unknown way genes can fuse into "chimera" ? named for a mythical beast with the head of a lion and body parts of other animals, including a snake for a tail ? that play a crucial role in the growth of cancer tumors.

The discovery may lead to better ways to track cancer's progression and may offer better therapeutic targets for both early and late-stage prostate cancers.

The research upends the long-held belief that gene fusions commonly seen in cancer are produced solely through the rearrangement of chromosomes, which are bundles of genes. The U.Va. researchers instead found that gene fusions in prostate cancer were being generated without chromosomal rearrangement. The question then became: How?

The researchers discovered that adjacent genes were producing fusions during the process through which genetic instructions are transcribed into mature messengers for functional protein translation, a process known as cis-splicing. The result was chimeric RNA containing fragments of the neighboring genes.

"Each gene is like a unit. There are boundaries preventing [one] gene's factors from influencing other genes," U.Va. researcher Hui Li said. "This discovery really says in cancer, the boundary is not that tight. ? Somehow cancer has found ways to go through the boundary and read into the next gene, and somehow, with splicing, can actually join different gene parts together."

Until now, many scientists have believed that most if not all chimeric RNAs were junk. More specifically, chimeric RNAs containing components of neighboring genes in mammalian cells were deemed rare but unimportant detritus. But the U.Va. research suggests chimeric RNA is "functionally crucial" to prostate cancer cell growth, Li said.

"We like to say cancer is very smart," he said. "It can use whatever mechanism is there to try to make something useful for itself."

Notably, the amount of chimeric RNA produced correlates with prostate cancer progression ? the highest levels are found in cases where the cancer has metastasized.

"The more malignant the cancer is, the higher the level of chimeric RNA," Li said. "This particular chimeric RNA is either not present or very, very low among normal cells, but somehow, in cancer, it's much more abundant."

As such, he said, it may one day serve as a useful diagnostic marker for prostate cancer's progression, in addition to potentially pointing the way for improved prostate cancer treatments.

The findings are being published online today in Cancer Discovery, a journal of the American Association for Cancer Research.

Russia's Putin: Who does he want to be in new term?

ST PETERSBURG, Russia (Reuters) - Vladimir Putin has travelled halfway round the world to show who is in charge of Russia since his return to the presidency last month. The trouble is, no one is sure who he is trying to be.

On Monday, the world saw a prickly, tough and uncompromising Putin grimace his way through a frosty meeting with U.S. President Barack Obama that revived memories of Cold War diplomacy. The body language was reminiscent of the old Putin.

Three days later, Putin was back in his home town of St Petersburg and turning on the charm for investors, speaking of transparency, reforms, the rule of law and a place for protesters who do not break the law. This was a different Putin.

Back in the Kremlin after four years as prime minister, the president is trying to adapt to ruling a different Russia where his tough guy image no longer fits and protests against his rule have become the norm in Moscow.

"We're back to square one. Who is Mr. Putin? Is it the same man or a new one? The answer is that it's a bit of both," said Boris Makarenko of Moscow's Centre for Political Technologies.

"He is wise and serious enough as a leader who has been in power a long time to see that the world and the country have changed. He is trying to adapt himself to the new situation here and abroad, and he's finding it hard to reinvent himself."

It may be that Putin aims to be the man for all seasons with a different face for each occasion.

Foreign investors who gathered at this week's investment forum in St Petersburg heard largely what they wanted to hear from Putin. There were promises of privatization, more protection of companies' rights and a crackdown on corruption.

The former KGB spy found a few minutes for a friendly chat with former U.S. Secretary of State Henry Kissinger, one of Moscow's sparring partners during the Soviet era.

He also spared time for meetings with heads of private equity funds and oil company chiefs, even if he annoyed some of them by turning up late.

"I feel more optimistic after leaving the room," said Christophe de Margerie, the CEO of French oil and gas company Total, welcoming Putin's assurance that foreign companies can take part in developing Russia's energy sector.

But for some veteran investors in Russia, the promises sounded too good to be true. Such people are all too familiar with the many unfulfilled reform promises in Putin's 12 years as president and prime minister.

"He was saying the right things to this audience, but the impact of those words is becoming less and less," said Roland Nash, chief investment strategist at Moscow-based hedge fund Verno Capital.

LOOKING EAST

Putin's meeting with Obama on the sidelines of the G20 summit in Mexico was widely seen as evidence that the return of the hawkish Putin to replace Dmitry Medvedev, his more liberal protege, would end the "reset" in Russian-U.S. relations.

U.S. officials said this was a superficial impression. But there was no avoiding the contrast with the friendliness at meetings between Putin and Obama's predecessor, George W. Bush, which became known as "The George and Vladimir Show".

Putin, 59, has also been to China, France, Germany, Belarus, Kazakhstan and Uzbekistan since his inauguration on May 7.

The choice of Minsk as his first destination sent a shock wave through the diplomatic community. Putin had pulled out of a meeting of the Group of Eight industrial powers in the United States and Belarus is led by Alexander Lukashenko, who has been described as Europe's last dictator.

The decision sent a warning to the West - and a powerful signal to his domestic audience - that Putin was ready to snub Washington to show the importance of ties with a traditional ally that was once part of the Soviet empire.

He also went to Beijing to strengthen economic and defense ties before meeting Obama, suggesting Russia is now looking eastward more than westward for its economic development.

"The choice of where to go was very symbolic. You don't do such things by accident," said a diplomat based in Moscow.

Such grandstanding is typical of Putin and diplomats say he is not above a bit of one-upmanship to get a psychological advantage over his U.S. or European counterparts.

WORDS OR DEEDS?

Some of his actions inside Russia since his return to the presidency have also been typical of the man who ruled with a firm grip as president from 2000 until 2008.

Burnishing his macho image with antics such as bare-chested horse-riding, he reined in Russia's rebellious regions, defeated rebels in a war in the Chechnya region and clipped the wings of oligarchs who had amassed political power as well as wealth.

One of the first legislative acts of his new presidency was the passage of a law that drastically increased fines for protesters who violate public order, and police raided the homes of opposition leaders before a rally this month.

Yet on Thursday Putin said there was a place for protests, provided they were within the confines of the law. These are words that Putin would once never have been expected to say.

"I am convinced a democratic political system must not only guarantee the legitimacy of the authorities but people's confidence in its just nature to protect the interests of the majority. Nevertheless the interest of the minority must be taken into account and also reasonably protected," he said.

Like the foreign investors wary of counting on Putin's promises of economic reform, opposition leaders are skeptical about his remarks, noting that he had made clear he reserved the right to crack down if protesters step out of line.

"He can say whatever he wants but in fact his words and actions are clearly quite the opposite of each other, as the police are searching our homes. This is just rhetoric," said Gennady Gudkov, an opposition member of parliament.

But the message from aides is that Putin realizes the world's largest country - a nuclear superpower - has changed and that he must change with it.

"His speech (to investors) was addressed to people who understand that we are in a different shape. We have different goals now," said First Deputy Prime Minister Igor Shuvalov.

"We are the same people and he is the same person in his third term, but the ambitions are different."

The question for protesters as well as investors is whether Putin acts on his promises or is merely paying lip service to what he thinks they, and foreign governments, want to hear.

"The key with Russian policy now is to see what they do as opposed to what they say," said Jim O'Neill, Chairman of Goldman Sachs Asset Management. "It's what he does that matters."
