Hong Kong Releases Consultation Conclusions On Sukuk Taxation ...

The government of Hong Kong released the conclusions of a consultation which ended in May 2012. Thus, a taxation framework for Islamic bonds is provided on a par with that for conventional bonds. The promotion of Islamic finance development in Hong Kong has been taken into consideration. Due to Hong Kong's leading role as an international financial centre and China's global financial centre, Hong Kong is able to match the needs of fund raisers and investment demands of investors among China, the Middle East and other parts of the world interested in Islamic financial products. The legislative amendments released are expected to contribute to anchoring more asset management activities in Hong Kong.

'The Hobbit' to be released in Dolby Atmos

LOS ANGELES (AP) ? Middle-earth will sound more realistic in "The Hobbit."

Dolby Laboratories Inc. and director Peter Jackson's Park Road Post Production announced Wednesday that "The Hobbit: An Unexpected Journey" will be mixed and released in Dolby Atmos, the company's immersive new sound system that features two extra arrays of overhead speakers and the ability to direct sounds to individual speakers inside movie theaters.

"(Jackson) felt it was going to make a big difference in how he tells stories," said Stuart Bowling, Dolby's senior technical marketing manager. "He doesn't want people to just go and observe his movies. He wants you to feel like you're part of the experience of the stories that's he's trying to tell on the screen and allow you to be part of Middle-earth."

The director of the Oscar-winning "The Lord of the Rings" films adapted J.R.R. Tolkien's tale of Bilbo Baggins, set in the fictional realm of Middle-earth 60 years before "The Lord of the Rings." Besides the standard 2-D format, Warner Bros. Pictures and Metro-Goldwyn-Mayer Pictures are releasing the series in high-frame-rate 3-D, IMAX and other 3-D formats.

Bowling said Dolby's goal is to have the Atmos platform installed in 80 to 100 theaters in time for "The Hobbit: An Unexpected Journey," which is scheduled to premiere on Dec. 14.

The second and third films, "The Hobbit: The Desolation of Smaug" and "The Hobbit: There and Back Again," are set for release Dec. 13, 2013, and July 18, 2014.

Other movies slated to be released in the Atmos format include Fox's "Chasing Mavericks" and "Life of Pi." Disney-Pixar's "Brave" was the first film to debut with the audio format earlier this year.

Bowling said the company expects more than 15 films to be released in Atmos next year and hoped to have the system in 1,000 theaters by the end of next year.

"Dolby Atmos is fantastic from a sound quality position," said John Neill, head of sound at Park Road Post Production. "We can now hear full range surround speakers, meaning that when we pan from the front to surround, the sound does not change in quality. The overhead speakers give us the opportunity to place the theater patron really in the location."

Jackson shot "The Hobbit" in 3-D and at 48 frames a second, twice the speed that's been the standard since the 1920s. He received a mixed reception for high-frame-rate preview footage of "The Hobbit" at the Cinema Con theater owner's convention last year. Some thought the images were too clear and realistic, taking away from the magic of the film medium.

Efficient Web Hosting ? Backbone Within Your Online Business ...

Do you think you?re aspiring to use or now utilising 100 percent free hosting program now? How will you search for it? Are you currently looking at upgrading to be a paid out member?

Numerous blog veterans debunk using cost-free hosting solutions. For my part, no charge internet hosting may well not essentially be terrible. Like every other services, there is certainly positives and negatives in receiving internet hosting for nothing.

Benefits and drawbacks of Free of cost Webhosting

Let us speak concerning the benefit of free of cost internet hosting. You shell out not a thing for getting your site up and managing. This, however, would be the big reward. Regrettably, additionally it is the a particular and only benefit I am able to at any time think that of immediately following scratching my head.

At no cost internet hosting is sweet for just a manufacturer beginner who would like to check out internet hosting an internet site although not completely ready utilising it for small business but. Certainly, one can place up some goods (you affiliate with) or AdSense advertisements and deliver visitors to that website page hoping to help make some spare funds. But that is whereby the countless shortcomings are available in.

one. As the world wide web internet hosting specialist gives you you a completely free internet hosting place, there will have to be a thing they have to get back again from you; they will place up banner, popup or popunder adverts on All of your websites. These eyeball-grabbing adverts will distract and steal your visitors? focus far from your content material and anything you include.

two. You do not have a certified URL using your domain identify like ?yoursite.com?, but in its place you have a to some degree extended, hard-to-remember and unprofessional URL like ?freewebhostcompany.com/yoursite?. Who?d realize and trouble to visit your site if it is really not professional?

The domain belongs to your complimentary internet hosting business enterprise, therefore you only reach have your ID or nick positioned just after the slash. If you need to host with the have domain identify, you acquired to pay for for your domain registration, which frequently rates in excess of while you sign-up at some devoted domain registrar. That is how these no cost companies earn money from you.

three. You simply have e mail aid available in the market for you. But just how long would you must hold out? That relies upon on the quantity of matters they received from their compensated members (they offer precedence to compensated members in excess of no charge members) prior to your change arrives. I have personally tasted two months in order to have my very simple question answered. Even though you update to their compensated internet hosting strategy, you are still limited to getting assist by using e-mail only. And you will get swifter reaction from them in two ? three doing work times, so to talk.

Focused compensated website hosting manufacturers (the ones that never will offer you completely free internet hosting) features three forms of assist ? e mail, using the net chat and telephone help. Reputable kinds offer you 24/7 support. You can easily get prompt allow from them whenever, any place across the globe.

So, these are typically the bothersome ?price? to pay for for acquiring a 100 % free internet hosting program. For instance, one can find more difficulties than what I just talked about higher than with completely free internet hosting. But what you?ve got acquired now?s excellent ample to assist you to produce an audio conclusion.

In summary,

? If you do not treatment with regards to the compelled adverts on the websites,

? If you do not head the sloppy electronic mail aid,

? If you?re all right along with the unprofessional and unattractive url they supply

? Further importantly, at any time you can pay for to allow your site down for your several times will want to the server crash (at no cost hosting servers are at risk of better downtime),

Then go on and host your internet site without spending a dime.

Just remember, there is certainly no no charge lunch in this particular community. Regardless of whether they guarantee no pressured adverts on your own internet site, there will have to be a catch someplace you need to shell out dearly for in return to the 100 % free provider you can get.

If you want various other facts for the matter, be sure to browse to Web Hosting Guidelines to be the earlier mentioned page would give you with further specifics about the subject.

Getting a firm grip on the future at Santander Consumer USA

Who?s behind the wheel?

Young car buyers, apparently. And the rest of us better be ready to ride along.

That was the point of a recent column, ?Young consumers lead the drive to online financing,? by Jim Henry in Automotive News, autonews@crain.com. ?More consumers are submitting their own credit applications online rather than letting dealership F&I [Finance and Insurance] manager do it for them, auto lenders and industry observers say,? according to Henry?s column.

Nearly everywhere you look, retailers from clothing to cars, tell us that Generation Y is in the driver?s seat for new trends, buying power and the future of the marketplace. This means we?ll all have to be millennials, at least in spirit, lest we be left behind as that generation moves down the road.

?Consumers are saying, ?Why do I need to go to the bank? Why do I need to go to the F&I department??? Tom Alexander, finance department chairman at Northwood University in Midland, Mich., is quoted as saying in Henry?s column, which appeared at www.autonews.com. Young consumers do it the most, but to a degree, consumers of all ages are interested in online financing, Alexander told the columnist. ?Why not just go online at home, get your loan, go to the dealership and pick up your car,? he said, according to Henry.

That puts both automobile dealerships and their financial partners on the spot to service the Gen Y demographic, young people born between the late 1970s and the turn of the century. Whether or not dealerships and finance companies are comfortable with some of the trends associated with the millennials, can often can be determined by how often dealers ?flip? online customers into more profitable financing or aftermarket products.

?Santander Consumer USA says its Road Loans [www.RoadLoans.com] online channel for direct loans is growing,? Henry wrote. ?Online applications for direct loans make up 15 to 20 percent of Santander?s total auto loan applications. But most of those get switched at the dealership.?

Santander, a leading subprime and near-prime lender that makes both direct and indirect loans on new and used vehicles, ?calls this dilemma ?channel conflict,?? Henry reported. ??Santander tries to minimize channel conflict by structuring its direct-to-consumer loans [through RoadLoans] so they don?t undercut indirect loans at dealerships,? Lana Johnson, a company vice president says.?

And it?s not just the millennials to whom such convenience is appealing.

Automotive News quotes Mark Rikess, CEO of the Rikess Group, an automotive retail consultancy report, saying, ?Interestingly, the same tools and practices that work with young shoppers tend to appeal to female car buyers and tech-savvy shoppers of any age,? who want ?a no-haggle experience with a salesperson empowered to get them through the process quickly and transparently.?

And that means Santander?s RoadLoans full-spectrum product is well-positioned to take on the changing market ? to get into the passenger seat alongside the millennials and like-minded consumers.

In debate, Romney reiterates Russia is 'geopolitical foe' of US

The GOP presidential candidate's comments about Russia, which he has repeated several times this year, are likely to irk the Kremlin, but are not apt to change US-Russian relations.

By Arthur Bright,?Staff writer / October 23, 2012

Republican presidential candidate, former Massachusetts Gov. Mitt Romney delivers a foreign policy speech at Virginia Military Institute in Lexington, Va., in early October.

In last night's US presidential debate on foreign policy, Mitt Romney once again stated his belief that Russia was a "geopolitical foe" of the US, echoing similar comments he made in March of this year.?

When he has accused Russia of being a "geopolitical foe" in the past, Moscow reacted with confusion and irritation, but little expectation of a change in US-Russian relations.

Mr. Romney first called Russia "our No. 1 geopolitical foe" during the Republican primaries in March, soon after an open mic caught President Barack Obama asking Russia's then-President Dmitry Medvedev to dial back their objections to US missile defense plans until after the November elections, when "I'll have more flexibility."

Although ostensibly a political attack against Mr. Obama, Romney's words caused puzzled concern in Moscow, the Monitor's Fred Weir reported.

A poll carried out by the independent, Moscow-based Levada Center earlier this month found that 42 percent of Russians think relations with the US are either "friendly," "good neighborly," or "normal and peaceful," while 47 percent think they are "cool" or "tense," and just 4 percent said they are "hostile."

"I can't see Romney's remarks as anything but an emotional outburst," says Gennady Gudkov, deputy chair of the State Duma's security committee. "That just doesn't correspond to the actual state of relations between our countries at all. Not only is Russia not a country that's hostile to the US, we are actually allies in many geopolitical issues. Russians may sometimes verbally abuse America, but we tend to keep our money over there, both privately and in the form of our national currency reserves, which are held largely in US dollars?. ?In fact, Russia is far more interested in our relations with the US than the Americans are in their ties with Russia." ...

"Regarding ideological clich?s, every time this or that side uses phrases like 'enemy No. 1,' this always alarms me, this smells of Hollywood and certain times [of the past]," Medvedev said. "I would recommend all US presidential candidates ... do two things. First, when phrasing their position, one needs to use one's head, one's good reason, which would not do harm to a presidential candidate."

When Romney repeated his criticism of Russia during his acceptance speech at the Republican National Convention in August ? he said that "Under my administration, our friends will see more loyalty, and [Vladimir Putin, who was sworn in as Russia's president in May,] will see a little less flexibility and more backbone" ? it again spurred a negative response from Moscow, Weir reported.

Protesters denounce oil pipeline plans

Sitting on the steps of the legislature, away from the thick of the protest, Samantha Sansregret surveyed the crowd gathered Monday to protest the threat of tar sands, oil tankers and oil pipelines.

?I think we should be good ancestors and think about future generations,? said the soft-spoken Metis woman who lives in Victoria, her drum in hand. ?Spills are inevitable.?

Sansregret was one of an estimated 3,000 people who travelled to the B.C. legislature to participate in the Defend Our Coast protest, led by a coalition of First Nations groups, unions and environmental organizations.

Some watched quietly, while others cheered and chanted, and waved placards while wearing elaborate costumes.

With the help of three friends, Leona Marchand navigated the crowd as the body of an enormous blue puppet representing Mother Earth.

?I made the dress last night,? Marchand said, barely visible through the blue polyester costume. ?I?m here to represent the earth and how important she is to all of us.?

Among the last to speak, Green Party leader and Saanich-Gulf Islands MP Elizabeth May whipped the crowd into a frenzy.

?Today the Fraser Institute issued a report saying we need to drill for oil and gas,? she said. ?They?re addicted to fossil fuels. ? When you have a friend with an addiction, you need an intervention and we are the intervention!?

In what was billed as a massive act of civil disobedience, more than 200 people helped to unfold a giant, black fabric banner and staked it into the legislature lawn. Stretching 235 metres, it equalled the length of a super tanker.

Marcus Waddington, a retired teacher, was third in line to lead the march.

?We?re prepared to go to jail,? he said, echoing the sentiments of many protesters. It was thought that staking the banner into the ground could incite police to start arresting protesters, however members from the Victoria Police Department simply watched the event from a distance.

The police will only get involved if people hurt others or vandalize property, said one officer.

?We?re not here to cause a riot,? added another.

While the conclusion to Monday?s protest may have been anti-climatic for many who prepared for arrest, the protest continues across the province Wednesday (Oct. 24).

MLA Ida Chong?s constituency office will be the site of one such protest, intended to drive home opposition to the Enbridge and Kinder Morgan pipeline proposals.

Celine Trojand, spokesperson for the Defend Our Coast coalition, said protesters will link arms in front of Chong?s office to show an ?unbroken wall of opposition? to Enbridge. ?She?s the Minister for Aboriginal Affairs and this is important to them (First Nations people),? Trojand said.

Similar demonstrations will take place at MLA offices across the province.

Organizers want today?s protest to draw attention to Chong?s role and responsibilities regarding aboriginal affairs.

?It?s a swing riding that was won by a very narrow margin,?? Trojand said. ?The way she handles this issue will make a difference in the next election.?

Chong says she and her government share the group?s concern. ?They?re saying what we?re saying. It?s a matter of risk/benefit and right now there?s nothing but risk.?

In July, the B.C. government outlined its position on the pipeline proposals by listing five points that needed resolution before the projects could proceed, including that aboriginal and treaty rights be addressed.

?There are some 20 B.C. First Nations groups at the (federal joint review panel) hearings. Not one of them supports the project. That tells us something,? Chong said. ?If there is no support that develops from First Nations, I would have to go to the Premier and say ?we haven?t met that point and can?t proceed.??

Weekend Wrap Up! ? Movie review edition | OHN -You know your ...

Hey good peoples Beth here!

I?m just going to jump right in this quick movie review.

Went to see Alex Cross this weekend, against my better judgement!

Anyway, was it a bad movie? Good Lord yes! Was it Tyler Perry?s fault? Good Lord NO!

Now I?m not the typical crab in the barrel type black person. I don?t see the point in or the need in tearing Tyler Perry down and blaming him for the lack of quality black films. I happen to like Tyler and what he?s done in his career. I will not be the typical black person and try to tear him down. As my mentor would say you don?t have to tear a person down so that you can shine.

But anyway, lets talk about this horrid movie!

First of all what the hell was James Patterson thinking!?

Oh I know he was thinking about the dolla dolla bills y?all!

More specifically (or pacifically for the ebonic speaking folks out there) GM?s money!

When I first heard they moved the story to Detroit (the entire series is based in DC) I was angry and confused.

Well until I saw GM all up in through the movie. From the sexy ass caddy the villain was driving, to the proposed new Detroit Downtown that had GM as the center of it. Even the parked cars were GM cars.

Watching this movie was like watching a really bad Lifetime movie!

Everyone?s acting was bad in this movie. EVERYONE! Even Cicely Tyson couldn?t do right in this movie.

The truly sad part about it is how butchered the storyline is, James Patterson should be ashamed of himself for doing this to his own book series. It was just sad and you could tell it was all about the money. He didn?t give 2 damns or 3 fuggs about the integrity of the books.

When we (my niece and I) walked out of the theater we both said the only good thing about this movie was the car Matthew Fox drove. Lawd that Cadillac was so damn sexy! I?d eff the ish out of that car!

Anyway, how was your weekend?

Diabetes drug could be effective in treating addiction, researchers find

ScienceDaily (Oct. 23, 2012) ? Vanderbilt researchers are reporting that a drug currently used to treat type 2 diabetes could be just as effective in treating addiction to drugs, including cocaine.

The findings, published online as a Letter To The Editor in the journal Molecular Psychiatry, could have far-reaching implications for patients worldwide who suffer from addiction.

"What we have demonstrated is that a brain mechanism already known to be therapeutic for the treatment of diabetes also appears to be implicated in at least certain types of drug addiction," said Gregg Stanwood, Ph.D., assistant professor of Pharmacology and an investigator within the Vanderbilt Kennedy Center and Vanderbilt Brain Institute.

"We found that this drug called Exendin-4 that is already used for the medical management of diabetes, reduces the rewarding effects of cocaine in animals. We suspect that this is a general mechanism that will translate to additional drugs of abuse, especially other stimulants like amphetamine and methamphetamine."

Co-author Aurelio Galli, Ph.D., professor of Molecular Physiology and Biophysics and Vanderbilt Brain Institute investigator, said Exendin-4 is already FDA-approved for diabetes (Byetta and Bydureon), so this target isn't just "druggable" -- it's already "drugged."

"I think the power of this research is that it is so easily translatable to humans because it is already FDA approved," said Galli, also co-director of the Neuroscience Program in Substance Abuse (N-PISA) at Vanderbilt University. "This is the first indication that it will work on psychostimulants. So our studies offer immediate translational opportunities to improve outcomes in human abusers."

"Any disease that is based on dysregulated dopamine can be potentially targeted. There is a lot of co-morbidity between metabolic disorders like diabetes and obesity and psychiatric disease like addiction and schizophrenia."

Lead author, Devon Graham, Ph.D., postdoctoral fellow in Pharmacology, injected animals with a drug called Exendin-4, which is a long-lasting version of the natural peptide hormone GLP-1, and observed a significant blunting of the rewarding effects of cocaine. The findings were consistent, regardless of the Ex-4 dose administered, the authors reported. The study reports no evidence of negative side effects or addiction to Ex-4 treatment.

Stanwood said that although is important to be very cautious in extrapolating the results into the human population, these are very promising data. Addiction in a human being is a very complex disorder with a variety of genetic and environmental factors at play, he said, so it is unlikely that all of human drug addiction would respond homogeneously to this therapy in all people.

"There are no medically based therapies for stimulant addiction that have been successful in the clinic although there are a variety of psychosocial and behavioral therapies that are somewhat effective in some people," Stanwood said. "The beauty of this is that it targets a completely new mechanism so we are cautiously hopeful that the field will be able to exploit this, to provide a pharmacological way to help patients combat the disorder.

"We don't expect this to be a magic bullet where one can simply take this drug and their addiction goes away, but hopefully a medicine like this, in combination with social and behavioral support, will help an addict on the road to recovery," he said.

Kevin Erreger, Ph.D., instructor of Molecular Physiology and Biophysics, also contributed to the study. The research was supported by NIH R01DK085712, R01DA013975 and K99DA025716.

Map locates Brookfield, Wis., site of shooting near shopping mall

(AP) ? Police in Wisconsin searched Sunday for a man suspected of killing three people and wounding four others in a shooting at a spa in suburban Milwaukee.

Police identified the suspect as Radcliffe Franklin Haughton, 45, of Brown Deer. Brookfield Police Chief Dan Tushaus said Haughton's car had been found, but he was still at large.

The shooting happened about 11 a.m. at the Azana Day Spa, a two-story, 9,000-square-foot building across from a major shopping mall in a middle- to upper-class community west of Milwaukee.

An improvised explosive device was found at the spa, and a bomb squad was investigating, Tushaus said. Spokesmen for the FBI and Bureau of Alcohol, Tobacco, Firearms and Explosives said their agencies also had agents participating in the investigation.

The mall, a country club adjacent to the spa, a nearby hospital and other buildings were locked down as police searched for Haughton, local media reported.

Tushaus described the situation as "fluid and ongoing," saying officers were initially focused on reaching and helping the victims.

Gina Kralik, a bartender at Red Robin Gourmet Burgers in the mall, said by telephone that the restaurant was still locked down as of about 3 p.m. She said 18 people were there -- all employees except for a couple reporters who managed to get in. She said people were allowed to leave at one point, but then the police decided not to let anyone come or go from the mall.

"We're just sitting watching the news and also trying to find out what's going on," she said.

Online court records showed a temporary restraining order was issued against Haughton in Milwaukee County Circuit Court on Oct. 8 because of a domestic abuse complaint.

Haughton appeared in court Thursday, when a no-contact order was issued and he was told to turn all his weapons over to the sheriff's department.

Beth Strohbusch, a spokeswoman for Froedtert Memorial Hospital ? the hospital that was locked down ? said four shooting victims were taken there, none in critical condition.

It was the second mass shooting in Wisconsin this year. Wade Michael Page, a 40-year-old Army veteran and white supremacist, killed six people and injured three others before fatally shooting himself Aug. 5 at a Sikh temple south of Milwaukee.

The shooting at the mall took place less than a mile from where seven people were killed and four wounded on March 12, 2005, when a gunman opened fire at a Living Church of God service held at a hotel.

PHILADELPHIA (CBS) ? Would you know what to look out for if your parents are starting to develop cognitive impairment?

That subject, as well as other aging-related concerns, will be addressed later this month during a free seminar in Center City, Philadelphia.

Jennifer Quinones is the Administrator of Skilled Nursing and Rehabilitation at The Watermark at Logan Square, which is a continuing care retirement community. She says there are key warning signs of memory loss.

?Their normal routine, the things that they?ve done on a daily basis that was very important to their parent, all of a sudden they are just not doing it.?

Quinones says some examples include not taking medications, missing appointments, keeping expired food and even an out-of-the-norm messy kitchen.

?There?s no place like mom?s house for meals and now all of a sudden you are seeing pots are burned on the bottom and dishes are piling up,? she said.

What to do in these instances will be discussed at the Seminar for Adult Children Coping With Elder Care.

The seminar begins at 4:30 p.m. on October 30th at the Watermark at Logan Square.

You?ll need to register because seating is limited.

For more information, call 215-240-8915 or visit www.watermarkcommunities.com/logansquare.

Hearings Set for Sisseton Wahpeton Gaming Compact

Casino (File)PIERRE, S.D. (AP) ? Two public hearings will be held this week on a proposed new gaming compact between the state and the Sisseton Wahpeton Oyate for the tribe?s two casinos in northeast South Dakota.

The hearings will be held Wednesday at 9 a.m. in the Roberts County Courthouse in Sisseton and at 2 p.m. in the Watertown Event Center.

The proposed compact would allow the tribe to operate a total of 750 slot machines at its Dakota Sioux Casino near Watertown and its Dakota Connection Casino near Sisseton. The current compact allows only 250 machines.

The bet limit at the casinos also would be increased to $1,000 to match the new limit allowed in Deadwood casinos.

In the proposed compact, the tribe would contribute more money to Roberts and Codington counties.

Home Improvement Ideas for Flooring - redlighteagle

How do you find the right flooring when you have so much to choose
from? And where do you go, and who to select for the job? Selecting the
flooring is probably the easy part as you have many samples and types
and materials to choose from, but how do you decide what is best, and at
the best price? Your style and your budget will quickly separate the
chaff from the wheat and determine what you can afford.

Determining the right flooring for the best price

? Think about the room or area where you'll be installing the flooring. What does it look like, how much is it used, and what kind of traffic flow does it have? Maintenance and performance concerns should also be factored in. Is the room cold? Does it need carpeting or under-floor heating?

?? Set a price range and evaluate the design and performance features of each option. Factor in the installation costs if you're not planning to do this yourself. This is in addition to the square-foot cost of the new flooring itself.

?? If you're not doing this yourself, hire a reputable contractor. Ask for references, and speak to people who've used him before. If he can't produce references, be warned. He is probably a fly-by-night laborer, and you won't see him again.

? If he is a reputable contractor, don't pay money up front. You will pay him at the end of the job, when the work has been done to your satisfaction.

? Explore other options. Modern, styling products like laminate and resilient vinyl flooring offer durable, affordable and easy-to-maintain surfaces that will hold up through years of wear. Flooring should blend in with the style of your home whether it's Victorian, country, traditional, contemporary, or eclectic. Take into account the size of the room. For instance, tiny tiles will be too busy in a large room, while a large-scale design will overwhelm a smaller space. The latest advances in resilient and laminate flooring offer fashionable colors and textures combined with durability, comfort, function, easy maintenance and affordability.

?? When choosing flooring, determine how it will stand up to factors like direct sunlight, water spills, furniture scrapes, tracked-in dirt, cleaning detergents, and foot traffic. Bear in mind that natural materials such as hardwood or ceramic tiles are more fragile than many other options. For instance, it makes sense to install laminate flooring in high-traffic areas even though you love hardwood.

? Keep in mind the work involved when installing different types of flooring; tile floors and hardwood being the most difficult to install and probably requiring a professional installer.

? Resilient laminate flooring can be easily installed. Because of its layered construction, these types of flooring will not expand or contract, but lie flat and stay flat by floating in place, eliminating the need for glue or nails - unlike traditional flooring. Flooring systems that don't require glue also help the environment.

Democratic donors energize "Super PACs" as election nears

WASHINGTON (Reuters) - Democratic donors gave unprecedented amounts of money in September to their party's three main "Super PACs," federal disclosures revealed on Friday, a reflection of how wealthy Democrats' reluctance to give to such groups has faded in the weeks before the November 6 election.

A fundraising laggard for much of the campaign, the political action committee (PAC) backing President Barack Obama raised more than a rival group backing Republican Mitt Romney, the second consecutive month the Democratic group had done so.

The pro-Obama group Priorities USA Action said it raised $15.2 million in September, compared with $14.8 million for the pro-Romney group Restore Our Future, according to filings with the Federal Election Commission.

Restore Our Future, a formidable advertising force whose attack ads on Romney's Republican rivals helped him secure the party's presidential nomination, began the crucial month of October with $16.6 million in cash on hand. On Saturday, Priorities' filings are due to reveal its cash on hand and donors for September.

Early this year, many Democratic donors were reluctant to donate to PACs supporting their party's candidates because they disliked the idea of contributing to attack ads and other negative advertising - a staple of spending by groups known as "Super PACs" because they have no limits on how much they can raise and spend.

In recent months, fundraising for Democratic PACs has accelerated to counter the waves of anti-Obama and anti-Democratic ads from Republican groups.

Meanwhile, the Democratic PACs seeking to help candidates win House of Representatives and Senate seats also saw donations rise in September.

Majority PAC, the group helping Democratic candidates for the Senate, announced on Friday its biggest cash haul since its creation in 2010: $10.4 million in September, and another $9.7 million during the first week of October.

Its sister group, House Majority PAC, also had its best month in September and is on track to double that in October, an aide to the group said.

CONTROL OF CONGRESS

Democrats need a net gain of 25 seats to become the majority party in the 435-seat House, an outcome that most pollsters see as unlikely. Republicans need a net gain of four seats to take control of the Senate. Most pollsters also see that as unlikely.

Scores of Republican PACs and tax-exempt groups have been formed to support Republican House and Senate candidates. Tax-exempt groups do not disclose their finances; disclosures of the most influential Super PAC, American Crossroads, are due later on Saturday.

Restore Our Future, the PAC that supports Romney, reported on Friday that its largest donors included Texas home builder Bob Perry and billionaire Harold Simmons. Perry gave $2 million in September and leads all donors with $10 million contributed to Restore Our Future during this election cycle. Simmons gave $500,000 for the month, increasing his total to the group to $1.3 million.

Republicans showed greater fundraising strength at the party level in September.

The Republican National Committee raised $48.4 million and ended September with $82.6 million in cash on hand. Its Democratic counterpart took out a large loan.

The Democratic National Committee, which has focused on races for the Senate and House, raised $20.3 million in September and borrowed $10.5 million. It ended September $20.5 million in debt, according to its filing with the FEC.

A DNC representative declined to comment on the reason for the debt and how it might affect Democratic candidates in the final two weeks before the election. The party had $4.6 million in cash on hand heading into October.

The RNC reported $9.9 million in debt at the end of September, with its $82.6 million in cash on hand.

Unlike the DNC, the Republican Party has been working closely with its presidential candidate, Romney, who heavily relies on its grassroots operation. On the Democratic side, Obama's campaign has a huge grassroots organization itself and does not need such help from its party.

Afghanistan: Taliban level food warehouse for US

KANDAHAR, Afghanistan (AP) ? An Afghan police officer and cook poisoned their colleagues at a checkpoint in an assault coordinated with insurgent fighters that left six dead in the country's south, officials said Saturday.

It was the latest in a string of attacks from inside the Afghan army and police that are threatening to undermine both the partnership with international troops ? which have been the target of many attacks ? and the morale of Afghan forces, who have suffered equally heavy casualties from such strikes.

The police officer and the cook worked with outside insurgents in the assault, which hit police manning a checkpoint in the Gereskh district of Helmand province, the governor's office said in a statement.

They poisoned two of the officers and then the militants attacked from outside, killing the remaining four officers, provincial spokesman Ahmad Zirak said. He did not say how the officers were poisoned. The police officer was captured as he fled, but the cook escaped and remains at large, Zirak added.

The insurgent gunmen escaped by motorcycle with weapons and ammunition, the governor's statement said.

A recent upsurge in the number of insider attacks on coalition troops by Afghan soldiers or police ? or insurgents disguised in their uniforms ? has further undermined public support for the war in the West. So far this year, at least 52 foreign troops ? about half of them Americans ? have been killed in insider attacks.

The Afghan government has not provided statistics on the number of its forces killed in insider attacks. However, U.S. military statistics obtained by The Associated Press show at least 53 members of the Afghan security forces had been killed by the end of August.

Meanwhile, a Taliban attack elsewhere in Helmand killed two district community council members, while Taliban-fired rocket-propelled grenades destroyed a warehouse full of food destined for the main U.S. base in Afghanistan.

Insurgents ambushed the council members while they were driving to a tribal meeting in the volatile Sangin district, the governor's office said in its statement, adding that the attackers escaped and police are pursuing them.

The attack against the council members is a reminder of the other worrying trend in insurgent tactics this year ? a shift toward more targeted killings of those affiliated with the government. The United Nations has recorded a sharp increase in such killings in the first six months of 2012 as compared with the same period of 2011.

In the warehouse attack, insurgents fired rocket-propelled grenades at a compound used by military contractor Supreme Group to store food and other supplies destined for Bagram Air Field, the main U.S. base in the country. A warehouse inside the compound caught fire in the assault and burned through the night.

"The local fire brigade attended the scene and brought the fire under control, but the warehouse itself and all contents were destroyed," Victoria Frost, a spokeswoman for Supreme Group in Dubai, wrote in an email. She said no one was injured and staff at the site did not have to evacuate.

The fire could still be seen burning Saturday morning, said Mohammad Asif, the deputy administrator for Bagram district, where the compound is located. He said the Supreme compound encompasses about five hectares (12 acres).

Frost said the fire was contained much earlier.

"As with any major fire, there are some areas still smoldering but there is no current danger to any of the staff or the other buildings within the compound," she said.

Taliban spokesman Zabiullah Mujahid said in an email that the fire at the Supreme Group compound destroyed a "large stock of food meant for U.S. troops."

Frost did not say how much material was destroyed though she did say it was "primarily food supplies," adding that the company was working to make up the loss with inventory from other warehouses.

Elevated risk of blood clots in women taking birth control containing drospirenone, study shows

ScienceDaily (Oct. 18, 2012) ? A U.S. Food and Drug Administration-funded study led by the Kaiser Permanente Northern California Division of Research found an increased risk of arterial thrombotic events (ATE) and venous thromboembolic events (VTE) -- commonly referred to as blockage of arteries and blood clots, respectively -- associated with drospirenone-containing birth control pills compared to four low-dose estrogen combined hormonal contraceptives.

The study appears in the current online issue of Contraception.

"We found that starting use of drospirenone-containing combined hormonal contraceptives was associated with a 77 percent increase in the risk of hospitalization for VTE and doubling of the risk for ATE compared to the risk associated with use of the four low-dose estrogen CHCs," said Stephen Sidney, MD, MPH, director of Research Clinics at the Kaiser Permanente Northern California Division of Research and lead author of the study. "Though the absolute incidence of venous thromboembolic events is low, the growing number of studies showing an increased risk of venous thromboembolic events with drospirenone suggests that drospirenone-containing combined hormonal contraceptives should be used cautiously for women seeking hormonal contraception. We also need more information on the risk of arterial thrombotic events with drospirenone-containing combined hormonal contraceptives because few data have been published."

"To put these numbers into perspective, the risk of developing blood clots is higher when using any birth control pills than not using them, but still remains lower than the risk of developing blood clots in pregnancy and in the postpartum period," said Dr. Sidney. "Nonetheless, health care professionals should consider the risks and benefits of drospirenone-containing birth control pills and a woman's risk for developing a blood clot before prescribing these drugs."

Drospirenone (DRSP) is a synthetic version of the female hormone, progesterone, also referred to as a progestin. During the past 10 years, three new combined hormonal contraceptives (CHC) preparations have been approved for use by the FDA, including drospirenone/ethinyl estradiol pills (DRSP), the norelgestromin /ethinyl estradiol transdermal patch (NGMN), and the etonogestrel/ethinyl estradiol vaginal ring (ETON). Since then, there have been several studies evaluating the risk of thrombotic and thromboembolic events compared to low-dose estrogen CHCs that have been on the market for longer periods of time.

"The results have been mixed, and it is unclear whether the differences in findings arose from differences in study methodologies or differences in the populations studied. As a result, there is a great deal of concern and confusion among women and their health care providers regarding the safety of these newer preparations relative to older CHCs," Dr. Sidney said.

"We performed this retrospective cohort study to address methodological issues using a 'New User' design. We assessed the risk of each of the three newer CHCs relative to low-dose estrogen CHCs in a cohort of new users of CHCs from four geographically and demographically diverse health plans."

The study cohort consisted of 573,680 women, ages 10-55, who were identified as "new users," which was defined as first exposure to any of the three DRSP-containing CHCs or the four low-dose estrogen CHCs during the 2001-2007 study period. The cohort was drawn from two integrated health care programs (Kaiser Permanente Northern California and Kaiser Permanente Southern California) and two state Medicaid programs (Tennessee and Washington).

"While the absolute risks for venous thromboembolic events in patients taking drospirenone-containing birth control pills is low, this research helps inform the conversation health care providers have with patients about their oral contraceptive options," said Tracy Flanagan, MD, director of Women's Health at Kaiser Permanente Northern California. "We offer many oral contraceptive choices and can offer alternatives to drospirenone-containing pills that may be more appropriate for an individual patient. The risks and benefits of any contraceptive should be weighed carefully against the risk of an unintended pregnancy."

The comparator CHCs included levonorgestrel/ethinyl estradiol tablets (LNG10-20), levonorgestrel/ethinyl estradiol tablets (LNG15-30), norethindrone/ethinyl estradiol tablets (NETA), and norgestimate/ethinyl estradiol tablets [NGM].

New users of DRSP had 1.77 times the risk for VTE and 2.01 times the risk of ATE relative to new users of the low-dose estrogen comparators. The increased risk of DRSP was limited to the 10-34 years age group for VTE and 35-55 years group for ATE.

Use of the NGMN patch and ETON vaginal ring were not associated with increased risk of either thromboembolic or thrombotic outcomes. However, the patch and ring are used by far fewer women than DRSP-containing birth control pills.

In a Drug Safety Communication dated April 10, 2012, the FDA wrote that based on its review of observational studies, it has concluded that "drospirenone-containing birth control pills may be associated with a higher risk for blood clots than other progestin-containing pills." The FDA advises that, even though it is unclear whether the increased risk seen for blood clots in some of the epidemiologic studies is actually due to drospirenone-containing birth control pills, women should talk to their health care professional about their risk for blood clots before deciding which birth control method to use.

Funding for the study was provided by the U.S. Food and Drug Administration Office of Surveillance and Epidemiology, Center for Drug Evaluation and Research.

Additional authors on the study included T. Craig Cheetham, PharmD, MS, with Pharmacy Analytical Services, Kaiser Permanente Southern California; Frederick A. Connell MD, MPH, with the University of Washington School of Public Health; Rita Ouellet-Hellstrom, PhD, MPH, David J. Graham, MD, MPH, and Daniel Davis, MD, MPH, with the FDA Office of Surveillance and Epidemiology; Michael Sorel, MPH, and Charles P. Quesenberry, Jr., PhD, with the Kaiser Permanente Northern California Division of Research; and William O. Cooper, MD, MPH, with the Department of Pediatrics, Vanderbilt University.

Common Cold Virus Could Be Turned Into Anti-Cancer Drug ...

I think we can agree that the common cold sucks. I also think we can agree that it doesn?t suck nearly as badly as cancer. Researchers at the Salk Institute, though, may be on the trail of a way to turn the lesser of these two evils into a weapon in the fight against the other.?This week, a study in the journal Cell reports that the Salk team has taken steps toward hijacking the common cold?s ability to disable immune responses within cells. That could lead to engineered cold viruses that hunt down and destroy cancer cells, while leaving healthy cells in peace.

When you get sick with a common cold, it?s because some of the countless cells in your body have been hijacked by the virus. In many ailments, that triggers genes active within the cell to issue a self-destruct command, because cells would rather sacrifice themselves than continue pumping out new copies of the cold virus to infect other cells. The common cold virus, adenovirus, can disable this command using a protein that suppresses the cells? suicide genes, preventing infected cells from hitting the big red button and keeping them functioning as virus factories. That means a second wave of immune cells has to be dispatched to eliminate the hijacked cells, and you?re going to have a plugged nose and a scratchy throat for the whole ordeal.

The study released this week details new findings on the structure of the protein ??E4-ORF3 ? that adenovirus uses to keep cells from self-destructing and taking one for the team. The protein forms a molecular net around p53, a protein produced in healthy cells that activates the genes responsible for the cell wiping itself out. That quality also makes p53 a tumor suppressor, and when it shuts down, cancer can follow ? p53 action is suppressed in almost all cancer cells, letting tumors spread through cells incapable of destroying themselves.

Understanding how cold viruses hijack our healthy cells is important in its own right, but this line of research could one day lead to engineered viruses that can be unleashed on tumors like viral attack dogs. The long term goal would be a line of viruses that could only make copies of themselves in cells where p53 is suppressed already ? a self-perpetuating virus that only attacks cancer cells. That?s a way off ? taking out just enough teeth to make adenovirus dangerous to tumor cells and harmless to normal ones is no small task ? but the prospect of turning two diseases on each other is just too cool not to get at least a little bit excited about.
