Rome police are investigating their third armed robbery in less than two weeks.

It?s unknown whether Monday night?s robbery at an Aubie Lane home is connected to two earlier hold-ups in South Rome that occurred May 12 and Friday, respectively.

No one was injured in the Monday night robbery at a duplex on Aubie Lane, off Redmond Circle. It happened between 9:30 and 10:30 p.m., when the 43-year-old victim was sitting outside in his carport. Two suspects approached, and forced him inside his home at gunpoint, reports state.

According to police, the suspects made the victim lie face down on the floor. They then robbed him, taking items belonging to him and his three teen children.

The suspects took a $150 purse, a $40 purse, debit and credit cards and car keys. The suspects then left the scene on foot, reports state.

Contacted Tuesday, the victim declined to speak.

Police say both suspects are tall, black men in their early 20s. Both wore hoodies over their heads and ?bluish? face masks. One wore a heavy, brown jacket and the other had a black jacket.

Detectives continue to investigate two other armed robberies that happened recently.

A 30-year-old man was robbed at gunpoint late May 12 by two suspects inside his 200 block South Broad Street apartment.

The second robbery happened late Friday. Two suspects armed with a knife robbed The Big H, 29 E. Main St., and took cash, cigarettes and beer. Those suspects also ran from the scene.

The same Big H was robbed March 22. In that robbery, the suspects escaped with about $3,000.

In an hourlong preamble to the sentence, Judge Robert Dow praised Tomkins for taking some responsibility but added the father of three "engaged in a reign of terror" in his mailings to investment firms and advisers.

"'Horrific' is the single best word I've heard to describe this crime," Dow said. "'Terrifying' is another good word."

Tomkins got the idea to sign his letters "The?Bishop" from a novel in which a criminal leaves a chess piece as his calling card. His notes read, "BANG! YOU'RE DEAD," and said the only reason the recipient wasn't dead was because a lone wire wasn't attached.

Tomkins faced a mandatory minimum sentence of 30 years, though prosecutors asked for around 45 years. Counting six years Tomkins has already served and credit for good behavior, he could be released by his mid-70s.

The acting U.S. attorney in Chicago welcomed the sentence.

"Tomkins took these terrifying and secretive actions because he was greedy," said Gary Shapiro. "He was indifferent to whether he killed people in the process."

Jurors convicted Tomkins last year on 12 counts, including the use of a destructive device while mailing threatening communications. Combining all the maximums, Tomkins faced a sentence of more than 200 years.

Tomkins' lawyer, Francis Lipuma, told reporters after sentencing that he plans to appeal the convictions and portions of the sentencing. But he conceded the sentence could have been far worse for his client.

"He's a family man and a man who was respected in his community," Lipuma said, adding the judge recognized that in not imposing a harsher sentence.

Tomkins' wife, Julie, was in court but declined comment to reporters later.

Dow said he was perplexed about what led Tomkins to do what he did, saying he seemed to live a typical, small-town American life not unlike the community Dow said he grew up in. He even cited Tomkins' fondness for bowling, garnering a smile from Tomkins.

Tomkins did not address the court Wednesday, which was scheduled only for Dow to announce the sentence. But during a first phase of sentencing last month, Tomkins apologized for what he'd done.

Authorities spent two years trying to track down "The?Bishop," eventually identifying him as Tomkins in 2007 using stock market records on the two firms he cited in his letters ? 3COM Corp. and Navarre Corp.

To make the letters harder to trace, Tomkins drove from Iowa to mail two packages from the Chicago area in 2007. In a dozen letters, Tomkins threatened to kill recipients, their families or neighbors unless they acted to raise the stock prices.

The former machinist represented himself at trial, portraying himself as a mild-mannered union man fond of building race cars. He's also blamed the suicide of his nephew and the killing of a friend for triggering "a mental breakdown."

Tomkins also insisted at trial that he carefully designed the ominous-looking devices so they could never explode, but prosecutors said the?pipe?bombs were close enough to fully operational explosives and that it was just "dumb luck" they didn't go off.

Serving as his own attorney led to the strange spectacle of Tomkins calling himself to the stand and referring to himself in the third person. In his closing, he apologized for his lack of legal training and asked jurors to "not hold my shortcomings against the defendant when it comes to being a lawyer."

Romo to miss workouts after cyst removal on back

IRVING, Texas (AP) ? Cowboys quarterback Tony Romo will miss at least three weeks of offseason workouts after a procedure to remove a cyst from his back.

The team's website reported Tuesday, the first day of organized team workouts, that Romo underwent the procedure last month and could return for the mandatory minicamp that starts June 11. He will be ready for training camp in July.

Romo became the highest-paid player in franchise history in March when he signed a six-year, $108 million extension with $55 million guaranteed, more than Super Bowl winner Joe Flacco of Baltimore.

The Dallas Morning News reported that the outpatient procedure was performed before the NFL draft. Romo was restricted to light conditioning work in April but has been cleared to throw.

"If this was the regular season and I had to play next week, I could," Romo told the newspaper Monday. "That's why I did it now. This will have no effect on training camp."

Cowboys owner Jerry Jones has said Romo will have an expanded role in the offense, and his quarterback has committed to "Peyton Manning-type time" in trying to turn Dallas into a Super Bowl contender again.

Backup Kyle Orton will take most of the snaps in Romo's absence. He signed as a free agent last year but played in just one game, a blowout loss to Chicago. The Cowboys also have second-year player Nick Stephens and undrafted rookie Dalton Williams on the roster.

A healthy Romo is a huge factor with coach Jason Garrett's job on the line in 2013. Garrett is unlikely to return if the Cowboys miss the playoffs for the fourth consecutive season.

The last time Romo missed significant playing time, former coach Wade Phillips was fired and replaced by Garrett in the middle of a 6-10 season in 2010. Romo was out 10 games with a broken collarbone.

Romo played through a broken rib early in the 2011 season and stayed healthy last year. Both seasons ended with losses to NFC East rivals in finales with playoff berths on the line.

Court rules bin Laden death photos can stay secret

WASHINGTON (Reuters) - A federal appeals court ruled on Tuesday that the U.S. government had properly classified top secret more than 50 images of al Qaeda leader Osama bin Laden taken after his death, and that the government did not need to release them.

The unanimous ruling by three judges on the U.S. Court of Appeals for the District of Columbia Circuit rejected a request for the images by a conservative nonprofit watchdog group.

Judicial Watch sued for photographs and video from the May 2011 raid in which U.S. special forces killed bin Laden in Abbottabad, Pakistan, after more than a decade of searching.

The organization's lawsuit relied on the Freedom of Information Act, a 1966 law that guarantees public access to some government documents.

In an unsigned opinion, the appeals court accepted an assertion from President Barack Obama's administration that the images are so potent that releasing them could cause riots that would put Americans abroad at risk.

"It is undisputed that the government is withholding the images not to shield wrongdoing or avoid embarrassment, but rather to prevent the killing of Americans and violence against American interests," the opinion said.

The court ruled that the risk of violence justifies the decision to classify the images top secret, and that the CIA may withhold the images under an exception to the Freedom of Information Act for documents that are classified.

Judicial Watch did not immediately respond to a request for comment on the ruling. A spokeswoman for the Justice Department, which represents the Obama administration in court, had no immediate comment.

The images show a dead bin Laden at his compound in Pakistan, the transportation of his body to a U.S. ship and his burial at sea, the government has said.

Some of the photographs were taken so the CIA could conduct facial recognition analysis to confirm the body's identity, according to court papers.

The case is Judicial Watch Inc v. U.S. Department of Defense and CIA, U.S. Court of Appeals for the D.C. Circuit, No. 12-5137.

Congress levies a tax on incomes, then in its ?wisdom? chooses to exempt certain activities but not others. This is social engineering, with Congress seeking to encourage some kinds of organizations ? while not forgoing more revenue than necessary. The IRS then writes rules to carry out the directions of Congress.

Where possible, people will naturally strive to qualify for exemption by pushing the boundaries of the regulations. That incentive will always be strong because a nonprofit organization that is exempt from taxation will have more resources with which to pursue its mission. Since the language of statutes and regulations is inevitably vague, the IRS will have room to interpret when ruling on who qualifies and who doesn?t qualify for exemption. The line between vigilance and harassment is not bright, and the potential for abuse is great.

Lobbying for ?legislation germane to the organization?s programs is a permissible means of attaining social welfare purposes.? However, direct or indirect participation in political campaigns is not regarded as promotion of social welfare ? although an organization ?may engage in some political activities, so long as that is not its primary activity. However, any expenditure it makes for political activities may be subject to tax.?

As this demonstrates, once government undertakes to tax income, it acquires even more power through its authority to define ?income,? ?taxable income,? subsidiary terms, and the rules of exemption. There is no escape from arbitrariness and caprice.

One might propose to remove the government?s arbitrary power by ending tax exemption. But that would make the tax burden worse. And besides, politicians aren?t likely to agree, because they would be giving up the power to dispense favors that manipulation of today?s tax code affords.

There?s a better way to go that?s demanded by liberty and justice. Since taxation is nothing less than the confiscation, under threat of force, of what belongs to productive individuals, it has no place in a free society. In other words,?everyone?should be exempt from income and other taxation. (Americans lived without income taxation for more than 125 years.) If something can?t be accomplished through consent, contract, and cooperation ? without aggressive force ? we should ask whether it is worth doing.

When the income tax was first proposed in America years ago, opponents always had the same word of warning: inquisitorial. How right they were.
